Consultancy to Support Integration of Point–of–Care Haemoglobin (POC Hb) Testing into Antenatal Care (ANC) and Post Natal Care (PNC) Services
Background
Maternal anaemia remains a major contributor to maternal morbidity and mortality, particularly in low- and middle-income countries. Timely diagnosis and appropriate management of anaemia during pregnancy are critical to reducing the risk of adverse outcomes, including postpartum haemorrhage and maternal death.
Under the MOMENTUM Country and Global Leadership (MCGL) project, Jhpiego is supporting the Government of Sierra Leone, through the Ministry of Health (MoH), to explore the feasibility of integrating point–of–care hemoglobin (POC Hb) testing into routine ANC and PNC services.
This initiative aims to strengthen early diagnosis, prompt treatment, and monitoring of maternal anaemia using standardized, algorithm-driven approach that is aligned with national treatment guidelines and Integrated Maternal and Neonatal Health Guidelines
- Objective of the Consultancy
The purpose of this consultancy is to support the design, implementation, and evaluation of a phased approach to integrating POC Hb testing into ANC and PNC services in 10 selected health facilities in Bo, Port Loko and Pujehun Districts as listed below:

The consultant will conduct a baseline and endline evaluation, facilitate stakeholder engagement and co-design processes, and support the development of clinical algorithms and workflows to inform and guide implementation

Starting from the 18th of June to the 29 June 2026, between the hrs. of 8:30 am and 4:30 pm daily. Please note that the Jhpiego office will not be open during weekends or public holidays.

Submission Information
The Proposals must be delivered by hand to the JHPIEGO National Office at #1 Sonia Drive, Off Regent Road, Hill Station, Freetown, Sierra Leone, or via email to slprocurement@jhpiego.org by 2:00 PM GMT on or before Tuesday, the 29th of June 2026.
