| JOB TITLE | Senior Programme Officer (2 Positions) |
| LOCATION | Freetown, Sierra Leone, with regular travel to districts, schools, teacher training institutions and other programme locations as required. |
| REPORTING AND MANAGEMENT | Reports to the Technical Director and works closely with Delivery Leads and government counterparts across the LEAD, TRAIN, RECRUIT and MOTIVATE pillars. Collaborates with the Ministry of Basic and Senior Secondary Education (MBSSE), Ministry of Technical and Higher Education (MTHE), Teaching Service Commission (TSC), West African Examinations Council (WAEC), Tertiary Education Commission (TEC), National Council for Technical, Vocational and other Academic Awards (NCTVE), district education offices, schools and implementing partners. |
| JOB SUMMARY | This role sits within the forthcoming Leaders in Teaching (LiT) Sierra Leone programme, a Government of Sierra Leone initiative to be implemented by Lɛ Wi Lan (LWL), in partnership with Transforming Teaching, Education and Learning (T-TEL) and other partners, with funding support from the Mastercard Foundation. LWL is a Sierra Leonean-led organisation committed to advancing education transformation nationally. Its vision is transformed education for development in Sierra Leone, and its mission is to provide educational technical assistance in close partnership with government to promote quality education and inclusive growth. The Senior Programme Officer will support the implementation, coordination, monitoring and reporting of activities across all four pillars of the Leaders in Teaching (LiT) Sierra Leone programme: LEAD, TRAIN, RECRUIT and MOTIVATE. The role will provide day-to-day programme management support to government institutions and partners, help coordinate delivery at national and district levels, track implementation progress, support stakeholder engagement, facilitate meetings and ensure high quality reporting and follow-up of programme actions. The post-holder will contribute to strengthening teacher development, school leadership, recruitment systems and teacher motivation initiatives to improve education outcomes in Sierra Leone. |
| ESSENTIAL JOB RESPONSIBILITIES (Will include but not be limited to) | 1. Programme Coordination and Delivery • Support planning, coordination and implementation of activities across all four programme pillars. • Maintain workplans, trackers, budgets and activity schedules. • Coordinate meetings, workshops, trainings and stakeholder engagements. 2. Government and Stakeholder Engagement |
| • Support collaboration with government ministries, agencies and district education structures. • Prepare briefing notes, minutes and follow-up actions. 3. Monitoring, Reporting and Learning • Contribute to tracking programme progress, outputs and key milestones. • Support data collection, analysis and reporting. • Contribute to quarterly, annual and donor reports. 4. Technical and Operational Support • Support implementation of leadership development, teacher training, recruitment and motivation initiatives. • Coordinate with LWL finance and operations team Ato provide procurement, logistics and activity administration support where required. 5. Safeguarding, Inclusion and Quality Assurance • Promote safeguarding, gender equity and disability inclusion across programme activities. • Support quality assurance and risk management processes. 6. Other Duties • Undertake any other reasonable duties assigned by programme leadership. | |
| CANDIDATE SPECIFICATION | • Bachelor’s degree in Education, Public Administration, Development Studies, Social Sciences, Management or related field • Minimum 8 years of relevant experience supporting education and development sector programmes. • Experience working with government institutions and multiple stakeholders. • Strong project management, coordination and organisational skills. • Strong analytical, reporting and communication skills. • Proficiency in Microsoft Word, Excel and PowerPoint. • Knowledge of Sierra Leone’s education sector is desirable. • Commitment to safeguarding, gender equity and disability inclusion. • Willingness to travel regularly within Sierra Leone. |
