Provision of Motorcycle and Vehicle Courier Services for the National Integrated Sample Transportation  Network (NISTNET) in Sierra Leone 

1 ABOUT JHPIEGO

Jhpiego Sierra Leone, in collaboration with the Ministry of Health (MoH), invites qualified and experienced  transportation and logistics service providers to submit proposals for the provision of motorcycle and vehicle  courier services to support the implementation of the National Integrated Sample Transportation Network  (NISTNET) across all sixteen (16) districts of Sierra Leone. This ITT aims to enable JHPIEGO Sierra Leone to  identify service providers capable of providing high-quality service to support JHPIEGO’s Global Reach II  project in Sierra Leone.  

The selected vendor will provide transportation and courier services for specimen movement under the  NISTNET program.  

1. Component 1: Motorcycle Courier Services (Intra-District Transport)  
2. Component 2: Vehicle Courier Services (Inter-District Transport)  

III. Component 3: Emergency and Outbreak Response Transport  

Interested bidders can obtain the bidding document at the JHPIEGO National Office at #1 Sonia Drive, Hill  Station (back of City Super Market), Hill Station, Freetown, Sierra Leone, or by sending an email request with  the bid title (Provision of Motorcycle and Vehicle Courier Services for NISTNET) to slprocurement@jhpiego.org, starting from the 12th October 2026, between the hours of 8:30 am and 4:30  pm daily. Please note that the Jhpiego office will not be open during weekends or public holidays.  

2 TERMS OF THE PROCUREMENT

2.2 This competition is being conducted under the Jhpiego Open National Tender Procedure.  2.3 The Contracting Authority for this procurement is Jhpiego, Sierra Leone Office    

2.4 SUBMISSION OF TENDERS 

Tenders must be delivered in the following way:  

Bids must be submitted through email at slprocurement@jhpiego.org or hardcopy in a sealed envelope,  marked Provision of Motorcycle and Vehicle Courier Services for the National Integrated Sample  Transportation Network (NISTNET) with the words ‘not to be opened before the deadline, Friday, 23rd October 2026, at 4:30 PM via email or at 2:00 PM GMT in hardcopy’ to the Private Tender Box located at the  Jhpiego office at 1 Sonia Drive, Hill Station (back of City Super Market), Freetown, Sierra Leone.
