World Vision International Sierra Leone (WVISL) has been operational since 1996 assisting communities with various interventions in health, education, child protection, water & sanitation and livelihoods.

PURPOSE

Reporting to the Director P&C – People & Culture, the P&C Manager will provide leadership in ensuring effective implementation of recruitment and compensation systems, along with innovations that support the organizational objective of attracting, and retaining a committed and productive workforce for World Vision International Sierra Leone (WVISL), is accomplished.

This position is crucial in meeting the World Vision International Sierra Leones People and Culture strategy and mission. The critical success factors is assessed from leading P&C Staff, and meeting the targets or expected outcomes of the indicators set. The job scope covers both operational and strategic P&C management covering the entire organization.

As a staffing lead, you will work with P&C Dir in developing and implementing the talent acquisition strategy. This includes, workforce planning; developing and implementing appropriate methods and effective processes, tools, reports/analysis and data management; building a strong network through industry contacts, association memberships, NGO/social service groups, social media, employee internal reference, etc… This is to strengthen resource network; developing a pool of qualified candidates in advance and increasing overall quality of the national recruitment.

S/he will specialise in talent acquisition and will take the ownership to lead the recruitment needs for our office. S/he will work alongside with national manager, unit leaders and department heads (hiring managers) and ensure timely and quality recruitment activities are conducted/completed, and broader national staffing needs are fulfilled.

As a Total Rewards champion, you will specialise in the area Compensation and Benefits, and will be responsible for overseeing, managing and administering WVISL employees’ total rewards’ in alignment with our philosophies, policies, practices, labour law requirements. This role will be responsible for processing staff monthly payroll, employee benefit related payments, employee data payroll, external salary surveys and annual merit increase, retrieving of HR Reports and analytics, administration and statutory reporting including labour Ministry requirements. 

S/he will be managing two P&C coordinators who are based in our field offices.

MAJOR RESPONSIBILITIES

  • Major Activity: % of time
  • Recruitment Champion: Ensures the timely availability of a capable workforce: 30% of time.
  • Lead the national recruitment function. Engage and collaborate with managers for their staffing needs, and timely initiate recruitment and selection steps.
  • Timely process our recruitment related activities on workday, ensure steps and workday activities are conducted and kept UpToDate. 
  • Coordinate and facilitate recruitment processes, which included both online and offline activities.
  • Participate in interviews and represent P&C/HR Function. Coordinate with other P&C Colleagues when needed for balancing interview presence.
  • Understand, learn and adapt the recruitment needs of the organisation (e.g. donor compliance, grading and salaries).
  • Subscribe to sourcing platforms, channels and networks to ensure the best available candidate is recruited. Manage and handle the HR Agency partnership, recruitment communication with other external partners (job positing, networking, tracking, monitoring, clean-up of work)
  • Proactively work on headhunting for key and critical positions.
  • Accurately and timely manage and handle core recruitment area such:
  • Sourcing adequate number of candidates, posting the vacancies internally and/or externally, processing candidates in our HR system – Workday
  • Longlist candidates for assigned positions from sourcing pools and present the longlisted candidates to Managers.
  • Conduct background checks on shortlisted applicant
  • Prepare approvals and send the appointment/contract letters to selected candidates.
  • Provide feedback to candidates on interview results and selection decisions.
  • Plan organise and conduct interviews in a professional manner, devoid of any conflict of interest and selection process is accurately/timely brought forward and handled/ documented.
  • Proactively promote World Vision’s brand (mission, vision & values) through the selection process. This includes ensuring that candidates are provided information and support throughout the recruitment process.
  • Engage with P&C Coordinator on recruitment support such as organising and scheduling interview, for field and certain NO positions.

 

  • Strategic workforce planning (WFP) and people-related budgeting process (annual planning): 10% of time.
    • Lead in the preparation and implementation of the annual cycle of budgeting and workforce planning, for positions, and all people-related related costs.
    • Develop appropriate communication tools (guidelines, emails, etc), and ensure they are disseminated so that managers are ready and prepared for the workforce planning and people-related budgeting process.
    • Coordinate with departmental leaders and managers for due WFP completion.
    • Integrate workforce planning with recruitment and retention efforts, staff development plans and other P&C initiatives to have wholistic staffing management.
    • Monitor and ensure in the WVISL manpower/transition planning and related budgeting and transition forecast are done accurately.
  • Regularly review staffing vs approved structures and align and resolve where needed.


  • Develop and update recruitment tools and strategy: 10% of time.
  • Develop required tools, templates and annual recruitment strategy in consultation with relevant stakeholders.
  • Initiate process improvement efforts for quality and timely recruitment. Regularly collect feedback from staff and managers on tools used in recruitment (interview guides, PR forms, writing tests) and revise and update them as needed.
  • Study local recruitment challenges and navigate through solutions, new and creative ways to overcome challenges. Prepare business case where needed and overall improve the recruitment function.
  • Lead in the development of deep networks across other NGOs, local churches, career fairs, education/academic institutions for sourcing.
  • Develop a system for tracking talent identified in the recruitment process, and connect it with talent development programs lead through the L&D unit.
  • Initiate Branding and Positioning for WVIC recruitments. Participate in events and networks as required.
  • Build awareness amongst managers on effective recruitment matters. organise events and orientation on recruitment trends, skills and competencies.
  • Actively contribute in the development of P&C Polices and Manual with special emphasis on recruitment.

 

  • Total Reward Process, Compensation and Benefits Management: 30% of time.
  • Implementation of an equitable and fair compensation system in line with Total Rewards Philosophy and local labour requirements.
  • Job evaluation
  • Provide support and guidance in the formulation of job descriptions. Review and Finalize JDs with Hiring Mangers.
  • In collaboration with P&C Dir conduct job evaluation processes for new and changed roles using an appropriate HAY evaluation
  • Conduct structured periodic Job Analysis for all positions
  • Ensure that all job descriptions have been graded and that every employee during hiring understands and knows their employment contract salary and benefit status.
  • Compensation Management
  • Support the P&C Dir in the review of WVISL salary compensation structures and ensure availability of information and data required to inform management decisions.
  • Work alongside with P&C Dir on salary payscale, salary and benefit revision e.g., prepare annual Birches salary survey data, also contribute and prepare submission on other local employment and benefits surveys.
  • Review local compliance policies practices and contribute in bringing alignment with our global min health and wellbeing standards.
  • In close coordination with the P&C Dir develop innovative reward, recognition, and incentive programs to ensure motivation and staff retention in addressed.
  • Total Rewards and Benefits administration:
  • To provide functional and operational management on payroll and benefits administration for all employees in WVISL
  • Accurately and timely prepare and process staff monthly salary
  • Monthly on payroll matters, work with finance and reconcile data and accurately record staff payroll information in our systems.
  • Timely and accurately handle/process staff NASSIT contribution, and ensure compliance with legal regulations are met.
  • Timely administer staff employment payroll changes e.g. promotions, transfers, secondments, confirmations, and contracts (related to recruitments)
  • Follow up on our staff tax payment, ensure payments are accurately handled and risks are mitigated, in due time and in compliance with law.

 

  • Functional Expert Capacity Building: 10% of time
  • Be a local expert and provide thoughtful, analysis, evaluation on our staffing and rewards management. Advise and guide to mitigate risk and improve the functional performance area.
  • Regularly conduct functional learning events and provide orientation to managers and staff.
  • Be a process improvement and process simplification person, regularly conduct review and assessment on pain points and propose strategic improvement areas.
  • Engage with other internal and external entities and Regional Office and assess and bring trends, changes, new practices.
  • Monitor changes in the local labour specifically with employment contract, recruitment, salary and benefits, legislation and inform P&C Dir for possible action.
  • Ensure good research and analysis is conducted, evidence gathered, and good business cases developed for making a change within.
  • Develop the capacity of P&C field officers, line managers and other stakeholders in the area of recruitment and selection and provide needs-based solutions, including capacity building on handling Total Rewards philosophy/ staff matters.
  • Provide proactive generalist and technical human resources support to the assigned clients in line with the P&C strategic priorities

 

  • Contribute actively as member of P&C Management Team: 10% of time
  • Work together with P&C Dir on change management matters impacting employees.
  • Support P&C Director in strategic alignment and implementation of proactive people solutions across WVISL
  • Provide leadership to the subordinates and enhance their performance and contribution in the Organisation.
  • Coach guide and mentor the reporting P&C staff. Engage with their filed supervisors when needed.
  • Build and maintain P&C confidentiality.
  • Support P&C Director in building capacity and competencies of P&C team as a whole.
  • Support the P&CD in representing WVISL in the INGO coordination meetings and discussions forums in relation to compensation, benefits & recruitment
  • Establish annual and monthly functional work plans and align with P&C Strategic Implementation Plan
  • Work closely with P&C Manager L&D and jointly review P&C performance and come up with improvements measure. Engage and collaborate regularly for accomplishing team tasks.
  • Produce monthly data and reports giving accurate picture and information on P&C matters.
  • Contribute to the technical support in preparation of Country Program strategy, annual operational plan and budget.

QUALIFICATIONS:  EDUCATION/KNOWLEDGE/TECHNICAL SKILLS AND EXPERIENCE

 

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

 

Required Education, training, license, registration, and certification  

          

  • Minimum 5 plus years in progressive Human Resource/ People and Culture work experience.
  • A continuous 2 plus year in a HR / P&C supervisory role, with hands on experience in staffing, recruitment & selection and payroll, staff benefits/ total rewards management.

  • Minimum Qualification required: Bachelor Degree in Human Resources, Public Administration, law or related field.
  • Preferred: Master Degree in Human Resources, Law, Public Administration, Business Administration, or related field

 

Preferred Knowledge, Skills and Qualifications Skills, Abilities:

  • Fluency in computer skills, specifically excel data management, word, PPT and HR software platforms.
  • Demonstrated ability, skills and experience in supervision of work, project management, facilitating feedbacks/reviews, process mapping and process improvement in HR staffing, compensation and benefits area.
  • Depth of Knowledge in Labour laws matters, specifically on compensation and benefits, govt compliance, employee tax and NASSIT, for local and international employees.
  • Depth of knowledge and experience in HR/ P&C technical know-how , problem solving and accountability
  • Excellent managerial skills on planning, organising, facilitating, coordination across organisation.
  • Tact and diplomacy in dealing with staff-related matters, and ability to maintain high confidentiality.
  • Ability to maintain effective working relationships with all levels of staff and public.
  • Fluency in English communication, both read and write.
  • Ability to prioritise work and meet deadline, willingness to stretch and work with stakeholders to complete projects.
  • S/he Should Meticulous, maintain accuracy in work, pay attention to detail, transparent, carry professional thoughtfulness, and be a people person. 

 

Travel and/or Work Environment Requirement 

  • 20 % travel to field offices based in rural and remote areas
  • Occasional off hours working.
