Overall mission Reporting to the Project Coordinator, the AHD counsellor is responsible for the quality  and implementation of project activities aimed at improving the supply of HIV  Advanced Disease (AHD) services in Sierra Leone. S/He monitors activities on site and  works closely with implementing partners. S/He identifies the capacity-building needs  of partners and ensures that project activities are integrated and appropriated into the  activity packages of the structures supported. S/He will play an active role in the  project’s monitoring and evaluation/operational research component while working  closely with the MEAL officer

 

IMPLEMENTATION AND MONITORING OF THE PROJECT  

1- Implementation of activities 

  • Plans and implements activities in line with Solthis standards, working closely with partners in  health structures, national coordination bodies, resource persons in the Solthis Sierra Leone team  and at head office, and external service providers. 
  • Provides expertise in the areas covered by the position (coordinating the participatory diagnosis  and monitoring process, improving the quality of AHD services and the organization of care,  psychosocial support, mobilizing People Living with HIV (PLHIV)/Support groups through Civil  Society Organizations (CSOs) and improving the care relationship. 
  • Builds the capacity of healthcare staff through training and mentorship. 

 Facilitates training sessions for health care workers and raising awareness among  healthcare teams about the challenges of AHD  

 Provides mentorship and supervision of healthcare teams, provide formative supervision in  health centres in the intervention zone, at least once a month in each health care centres, in  order to support healthcare professionals in improving the advanced HIV diseases program services (protocols adequately followed, data correctly collected, stock management, etc.)  Support to the AHD consultant in his/her clinical mentoring activities 

 Promotion of a gender approach and respect for patients’ rights in care. 

  • Contributes in strengthening proper stock management of AHD products at site level
  • Participates in coordination meetings and national consultation frameworks related to project  themes. 
  • Strengthens the link with the communities: for effective service integration 

 Builds the capacity of PLHIVs/Support groups from CSOs and Community Health Workers (CHWs) through training and formative supervision. 

 Improves defaulter tracing and outcome 

 Supports the development and follow up of social support package to AHD patients

  • Participate in regular workshops to present results to health structures and health authorities in  intervention areas. 
  1. Implementation of operational research activities 
  • Support the project coordinator in following up the ethical authorization procedures/protocols
  • Participates in the initial and ongoing training for research investigators at targeted sites  (caregivers, associations, etc.). 
  • Contribute in ensuring the availability of all research inputs. 
  • Contribute in supporting and supervising the informed consent and inclusion procedures,  collection of demographic data, clinical and biological information, various questionnaires, the  performance of biological examinations, and the follow-up of participants.  
  • Contribute to communicating research results to national authorities and partners 
  • Contributes to national and international scientific communication 
  1. Monitoring & Evaluation  
  • Contributes to the development of the project’s M&E plan. 
  • Contributes to the deployment of mobile data collection tools necessary for the performance  monitoring and efficiency of the project’s M&E systems. 
  • Contributes to monthly data collection and analysis of logical framework indicators.
  • Contributes to the critical analysis of project results and indicators. 
  • Contributes to the drafting of various capitalization documents related to the activities for which  he/she is responsible. 
  • Participates in internal SOLTHIS meetings.  
  • Participates in coordination meetings and national consultation frameworks relating to project  themes. 
  • Participates in internal and external project evaluations. 
  1. Reporting  
  • Produces regular reports on activities for which he/she is responsible and submits them to the  project coordinator, in accordance with defined procedures and rhythms. 
  • Communicates major discrepancies between forecast and actual indicators to the project  coordinator. 
  • Contributes to the critical analysis of project results. 
  • Contributes to the drafting of internal monthly reports according to the template defined upstream.
  • Contributes to the preparation of quarterly reviews of annual programs and proposes any necessary  reprogramming of projects.  
  • Contributes to the drafting of reports in accordance with the procedures and rhythms defined by the  project sponsor. 

CAPITALIZATION AND COMMUNICATION 

  • Participates in national project steering committees. 
  • Participates in operational project communications (visibility, dissemination of results, closure, etc.).
  • Contributes to the documentation and dissemination of project lessons learned.
  • Ensures that all documents relating to activities under his/her responsibility are archived on  SharePoint. 
  • Contributes to the implementation of the project transition plan. 
  • Contributes to the implementation of the project’s knowledge transfer plan. 

ADMINISTRATIVE AND FINANCIAL MONITORING 

  • Contributes to the budgetary management of activities under his/her responsibility.
  • Reports any information that may have an impact on the project budget at project meetings.
  •  Ensures compliance with SOLTHIS and donor administrative and financial procedures within the  project team

  • Contributes to the application of the fraud and abuse prevention and management procedure. 

SAFETY 

  • Contributes to the proper application of security rules implemented on the mission. 
  • Informs the IMPAACT4HIV Project Coordinator of any political/social/humanitarian issues that may  have an impact on the mission’s security management. 

COMPETENCIES/SKILLS REQUIRED 

Education and  

experience

Hold a Bachelor degree in nursing or midwifery from recognized institution.

At least 3 years’ experience clinical experience working in health facilities, and more  specifically in a HIV unit. 

Good knowledge of HIV context in Sierra Leone in general, and in particular experience managing HIV patients’ care and support, including but not limited to linkage to antiretroviral treatment, short-course therapy with enhanced prophylaxis and treatment of opportunistic infections, etc. 

Previous experience working for international NGO is a plus  

Experience in collaborating with various institutional partners, including MOH programs; CSOs working on HIV and strengthening of PLHIV’ CSOs

 

 

Skills and resources  required to perform  the function KNOWLEDGE: 

Familiarity with project management and with the norms, policies and  procedures of Sierra Leonean Ministry of Health and international  standards, i.e WHO, UNAIDS, etc. in terms of HIV in general and AHD in  particular. 

Knowledge of the project management cycle in the field of health projects,  particularly in the field of HIV. 

Knowledge of training and mentorship. 

Writing and synthesis skills. 

Fluency in English

Ability to organize and lead technical workshops and training sessions, and are committed to transmitting high quality knowledge. 

Ability to provide formative supervision (tutoring and coaching) for care  professionals. 

Ability to care for people living with advanced HIV
