International Non-governmental organization, Action Against Hunger has been working to fight undernutrition and support communities affected by crisis across the globe for almost 40 years and across nearly 50 countries. Action Against Hunger established its presence in both Liberia and Sierra Leone in 1991 during the Civil War and since then has been operational in the two countries by implementing various humanitarian and development programs related to health, nutrition, food security/livelihoods and advocacy geared towards the reduction of the prevalence rates of under-nutrition in both countries. The Sierra Leone Coordination office is based in Freetown, Sierra Leone overseeing the operations in Bonthe and Moyamba.

Action Against Hunger is recruiting a suitably qualified Sierra Leonean as Cashier Accountant to ensure sound accounting and financial procedures as defined for the mission and within the Action Against Hunger management framework  

KEY ROLES AND RESPONSIBILITIES :

  • Manage the sub office cash

Activities: 

  • Pay salary advances, loans, allowances,  per diem, salary and suppliers/service providers
  • Making field payments to beneficiaries and service providers
  • Propose possible improvements of the accounting advance procedures.
  • Prepare internal fund transfer request to receive cash from main safe.
  • Check advance request are approved by admin, record it advance book and signed before payment; 
  • Cross check the closure of all advances analyse all cash requests before payment
  • Calculate and prepare advance request for next day fund transfer
  • Providing the Senior Admin Officer with information concerning the circumstances of the base which may impact on the process of cash management
  • Check purchase approval and release required funds; Receive and check the eligibility of invoices, documentation and completeness of submitted requests for payment (compliance with purchase voucher, required information)
  • Ensure transactions are duly signed/stamped and numbered before filing.
  • Ensure daily cash counting is done follow-up on all supporting documents (transactions relating to cash and bank)
  • Informing the Senior Admin Officer of any discrepancy between procurement requests and the monthly forecast
  • Close the cash and bank books/account every month : physical counting, printing of accounting documents, check supporting documents before any payment 
  • Ensure safety of cash box and confidentiality when making payments 
  • Make field payment to projects beneficiaries, partners and stakeholders in ACF operational areas.
  • Facilitate the month Accountancy in Excel and SAGA 

Activities: 

  • Check quality of invoice (calculation, codification, supporting
  • Record all transactions in excel/saga immediately
  • Update cash and bank balance to Senior Admin Officer
  • Ask saga parameters from Finance Technician/Manager at Coordination office (if needed)
  • Matching class 4 and 5
  • Prepare bank reconciliation by using saga
  • Close saga and send to Finance Technician/Manager at coordination office
  • Prepare accounting bundle

Activities: –

  • Print out and sign cash count, bank reconciliation, saga extract
  • Cross check all invoice with saga extract
  • Prepare base financial risk file
  • Soft archiving all financial books before sending hard copies to Coordination office.
  • Send the hard copy of invoice, checklist and documents to Coordination office.

  • Ensure the highest stands of accountability through ensuring good communication and information sharing witin the organisation.
  • Be aware of, understand, and comply with all of Action Against Hunger’s policies and procedures.
  • Contribute to ongoing security management and planning as necessary.
  • Actively participate in any emergency response if called upon to do so (within the existing programme area or in a new one).
  • Undertake other related duties as may reasonably be assigned by the MEAL Manager, Field Manager, Health and Nutrition Program Manager, Food Security and Livelihood Manager.
  • Ensure timely filling and submission of ACF timesheets

QUALIFICATIONS

  • Diploma in Accounting and Finance
  • At least 2 years progressive work experiences in Finance/Admin

REQUIRED SKILLS 

  • Excellent time management, 
  • Good communication and customer handling skills
  • Excellent negotiation skills 
  • Good organizational skills.
  • Able to work under pressure and to meet tight deadlines. 
  • Good computer skills, including Microsoft office – Word, Excel,  PowerPoint and Outlook and finance software/packages
  • Good capacity to work in a team. 
  • Excellent sense of confidentiality

WORK CONDITIONS

STARTING DATE: February 2024

MONTHLY BASIC SALARY: 4,356.80SLE

HOUSING AND TRANSPORT ALLOWANCE: 15% of basic salary each

DURATION OF CONTRACT: Nine (9) Months, with possible  extension

LOCATION: Mattru Jong – Bonthe, with possible travels to Moyamba, Freetown and other field areas
