Position:  Chief Executive Officer (CEO)
Division:  Office of the Director General
Report to:  Millennium Challenge Account (MCA) Sierra Leone Board
Location  Freetown, Sierra Leone (with Frequent travel to other operational districts)
Job Type  Full Time and onsite

Position Objective
The MCA in Sierra Leone, collaborating with the government of Sierra Leone and the Millennium Challenge  Corporation (MCC) of the Government of the United State of America, delivers projects under the $500 million  compact that address development challenges in the country through the implementation of the Power Sector  Reform Project, the Transmission Backbone Project and the Distribution and Access Project. 

The Chief Executive Officer is responsible for establishing the MCA of Sierra Leone, a public establishment of the  Government of Sierra Leone (GoSL), the direct management of MCA’s Projects and Management Support  Functions and serving as the primary representative of the MCA in Sierra Leone to stakeholders, the MCA Board  and MCC. 

Duties and Responsibilities
  • Serve as the public representative of MCA-Sierra Leone and the compact for the GoSL with various  stakeholders. 
  • Lead MCA-Sierra Leone communications and stakeholder engagement to ensure broad knowledge and buy in on the program. 
  • Work with government ministries, civil society, private sector, and social partners to execute GoSL reform  commitments. 
  • Align programmatic and operational functions, develop systems, project management standards, and  strategies for compact success. 
  • Align the Compact’s requirements with management frameworks and allocate budgets and resources for  delivery. 
  • Advise the MCA Board on progress, issues, and risks related to the Compact program and facilitate Board  decisions.
  • Lead the executive management team and ensure a collaborative environment across MCA-Sierra Leone  and MCC teams.
  • Establish structures, systems, and strategies to ensure projects and activities are delivered on time and  within scope.
  • Ensure compliance with MCC policies and procedures, promoting a culture of zero tolerance for fraud and  corruption.
  • Oversee the development and execution of implementation plans, including budgets, work plans, and  monitoring efforts, and recommend these to the Board and MCC for approval.
Requirements (Education, Experience, Technical Competencies)
  • Advanced university degree in economics, engineering, public administration, project management,  business administration, or other relevant field.
  • Minimum of ten years of experience managing large-scale, cross-cutting international programs.
  • Minimum of seven years in a managerial role supervising a team and overseeing project development.
  • Minimum of five years of experience with contract/contractor performance management, including  developing terms of reference, contract award, monitoring quality and performance, and negotiating  amendments and damages.
  • Experience with international norms and standards in managing donor-funded projects, preferably with  organizations like MCC, World Bank, USAID, or other international development agencies.
  • Experience advising, working in, or collaborating with GoSL entities.
  • Familiarity with donor project management systems or similar systems.
  • Experience with results-focused project management and leading large, multi-cultural or multi-disciplinary  teams.
  • Experience with public relations management and representing programs or organizations.
  • Experience managing large-scale project budgets, with preference for budgets over $5 million, and  experience in project development in West Africa, especially Sierra Leone, and managing projects involving  resettlement and land acquisition.
  • Experience managing large scale projects involving resettlement and land acquisition in preparation of  work sites preferred.
  • Fluent written and verbal communication skills in English. Communication skills in Krio strongly  desired.
