Background

The recent floods in Sierra Leone have caused widespread devastation across multiple districts, affecting both rural and urban areas. Significant damage has been reported in key districts, including Bo, Bonthe, Bombali, Falaba, Kambia, Moyamba, Tonkolili, Port Loko, and Pujehun, along with the Western Area (Urban and Rural).

The flooding has severely affected residents’ livelihoods, comprising 3,330 households across 27 communities. Besides displacing residents and destroying property, the floods have led to significant economic losses, particularly among vulnerable farming populations. A total of 167 buildings, including 27 critical infrastructures like schools, hospitals, and places of worship, have collapsed, further disrupting essential services. Additionally, 7,324 hectares of farmland have been submerged, resulting in substantial crop losses that threaten food security and the long-term economic recovery of over 1,500 farmers. The flooding has also rendered many roads impassable for over a week, isolating communities from markets, healthcare facilities, and schools, and disrupting local economies and daily life. Small businesses, heavily dependent on daily trade, have been particularly hard hit. Preliminary assessments indicate that the flooding was primarily caused by heavy rainfall in the Futa Jallon Highlands of Guinea, leading to rivers overflowing into Sierra Leone. The situation was worsened on September 16, 2024, when the Bumbuna Dam overflowed, causing further flooding downstream, displacing 716 people, and leading to the loss of property and livelihoods and disruptions to the electricity supply. Stagnant floodwaters have heightened the risk of waterborne diseases, including cholera and typhoid, particularly in areas where water, sanitation, and hygiene (WASH) infrastructure has been compromised. The increased mosquito breeding in these waters has also raised concerns about potential malaria outbreaks.

The Sierra Leone Red Cross Society (SLRCS) through its Emergency Response to the SL FLOODS (DREF) has set aside funds for the procurement of TREATED BED NETS and AQUA TABS for affected vulnerable populations in Tonkolili districts (Bumbuna communities), Bombali districts (Makeni), Port Loko and Kambia districts.  project.

The Sierra Leone Red Cross Society (SLRCS) now invites sealed bids from eligible suppliers as follows:

There are two lots in this RFQ. 

Lot 1 supply of TREATED BED NETS.

Lot 2 supply of AQUA TABS.

A bidder can apply for any of the Lots and or apply for all Lots.

Note: Bidders may bid for any of the above. Partial Quotations will be considered non-responsive.

  1. Bidding will be conducted through a national Competitive Bidding (NCB) procedure in accordance with the Sierra Leone Red Cross Society procurement manual which is in line with National Public Procurement Act 2016, and open to all eligible bidders defined in the Bid Document.
  1. Interested eligible Bidders may obtain further information and collect the bidding documents free of cost from the Procurement Unit, Sierra Leone Red Cross Society, #6 Liverpool Street, Freetown from 10:00 am to 3:30pm – Mondays to Fridays inclusive except on public holidays.
  1.  Bids must be marked on the outer envelope “Lot 1 and or Lot 2’’ and delivered to the above office on or before: 2:00 PM on or before 20th November, 2024 and must be accompanied by the following documentation: 
  • A true copy of a valid business registration certificate.
  • A true copy of a valid and updated tax certificate from the National Revenue Authority (NRA).
  • A true copy of a valid and updated clearance certificate from NASSIT.

Submission deadline: 

On or before 2: 00 PM Wednesday 20th November, 2024.

Sierra Leone Red Cross Society reserves the right to accept or reject any or all the offers without assigning any reason whatsoever and is not bound to accept incomplete Bids.
