Our Work In Sierra Leone:

Partners In Health (PIH) began supporting the government of Sierra Leone in response to the Ebola epidemic in October 2014. Recognizing the large need for continued investments in the health system after Ebola, PIH is committed to long-term health system strengthening in support of the Ministry of Health and Sanitation (MOHS), guided by the same principles as our emergency response and our work around the world: public sector accompaniment, integrated and comprehensive services, social justice, nimbleness and flexibility, partnership, community ownership, and evidence-based interventions. In the aftermath of the epidemic, PIH is committed to supporting the delivery of comprehensive health services in Sierra Leone, from the community level to the health center and to referral hospitals.

Position Overview
For a World-Bank financed health systems strengthening project, the Pharmacist, Supply Chain Specialist will be an active member of the procurement team, supporting procurements and providing technical guidance and expertise on medical and pharmaceutical items. The Pharmacist, Supply chain Specialist is responsible for clinical review of requests, definition of specifications, preparation of bid documents, evaluation of offers, reception/inspection of deliverables, and quality complaint follow-ups. They must also ensure compliance with World Bank, MOHs, and PIH policies and procedures.
Essential Duties and Responsibilities: 
Collaborate with medical, biomedical, facilities, and other relevant departments to define operational needs, including required specifications and forecasted quantities. 

Review clinical data, morbidity predictions, and consumption data to calculate replenishment orders

Review procurement lists for completeness and relevance in according with PIH, MOHs, and other relevant guidelines.

Assess suppliers in accordance with PIH policies. Conduct quality assurance assessments. Support the procurement team in establishment and maintenance of a supplier database.

Support the procurement team in preparation of Terms of Reference and Requests for Proposals, clearly communicating required specifications for bidding documents

Provide technical expertise in the evaluation of offers, participate in bid evaluation committees

Support supply chain colleagues with any other duties as assigned

Support the establishment of project procurement processes and systems for the project, based on the Procurement Regulations and Procedures for the conduct of procurement under World Bank funded projects, and the Government of Sierra Leone Procurement Regulations for the procurement of goods, works and services under the Public Procurement Act 2016 (PPA) of Sierra Leone; 

Support the logistics team with reception and inspection of orders, completing documentation and evaluating the quality and specifications of the delivered products.

Manage any quality complaints and oversee any recalls

Provide inputs into the monthly procurement report, Annual Work Plan and Budget for submission to the Donor Partners and the NPPA

Qualifications/Requirements
Required

Degree in Pharmacy

At least 3 years relevant work experience in supply chain or in pharmacy management

Preferred

Prior experience in donor-funded projects

Experience in forecasting and quantification of needs for large projects

Strong clinical background in maternal and pediatric care

Proficient in Excel, and experience working with ERPs and procurement software

Strong initiative and self-motivated, with a strong commitment to teamwork and humanitarian principle

Flexible, enthusiastic and willing to learn from others

Ability to establish and maintain good working relationships in a multi-ethnic, multi-cultural and multi-disciplinary environment

Energy and stamina to withstand long working hours and often stressful conditions

Having fast analytical skills for risk assessment and able to work in a fast-paced environment and manage multiple tasks simultaneously

Professional proficiency in English is required

Must not hold dual employment
