Job Description
The Electoral Commission for Sierra Leone (ECSL) has administrative independence and aims to achieve high levels of effectiveness, accountability, neutrality and efficiency necessary to ensure autonomy as mandated by law. In light of this, the commission therefore, advertise vacancy for recruitment of polling staff for PCMP Election in Kenema district on Saturday 20th April, 2024.
The Commission requests the services of suitably qualified Sierra Leoneans to serve as Presiding officer (PO), Voter Identification Officer (VIO), Ballot Paper Issuers (BPI), Ballot Box Controller (BBC), Polling Station Queue Controller (PSQC).
POSITION:
- Presiding Officer (PO)
Duties and Responsibilities
Manages the assigned Polling Station
- Together with the Polling Center Manager, trains other polling staff (BPI, BBC, and PSQC).
- Supervises polling staff to ensure the integrity and procedural accuracy of polling operation.
Counts the ballots at the polling station and
- Ensure that all documentation required for polling station is completed correctly.
Qualification/ Requirement:
- Minimum of five (5) WASSCE; Teacher’s Certificate or Ordinary Diploma from a recognized Institution.
- Experience in elections related activities and INEACE Certificate is added advantage.
- Must be a completely literate.
- Interpersonal skills, integrity. and ability to adapt to situations.
- Polling Station Queue Controller (PSQC) Duties and Responsibilities
- Controls the entrance and exit of the polling station to ensure that only authorized persons are allowed.
- Ensure that the queue is maintained in an orderly manner throughout the voting process
- Ensures that voters with special needs: (persons with Disabilities, aged, nursing and pregnant woman) have priority in the queue.
Qualification /Requirement
Minimum of 3 WASSCE with legible handwriting.
3. Voter Identification Officer (VIO) Duties and Responsibilities
- Verifies that the voter has not already voted (no trace of ink) on the cuticle of the left index finger.
Verifies the details of each voter on the Register of Voter.
- Instruct the voter to sign/ thumbprint the Register of voter against his/ her details.
Fills out the Gender Tally Sheet appropriately and
Directs the voter to the Ballot Paper Issuer.

Minimum of 3 WASSCE with legible handwriting
- Ballot Paper Issuer (BPI).
Duties and Responsibilities
Validates the ballot paper using the ECSL Validating Stamp.
. Informs the voters in a neutral way on how to mark the ballot.
- Issues the ballot papers to voters.
- In the case of person with special needs, educates the voter and issues the Tactile Ballot Guide (TBG)
Qualification / Requirement
Minimum of 3 WASSCE with legible handwriting
- Ballot Box Controller (BBC) Duties and Responsibilities;
Ensure that the voter, deposits only one ballot paper in the ballot box.
Ink the voter’s left index finger and
Politely directs the voter to leave the polling station.

In addition, all candidates under consideration should Be citizens of Sierra Leone.
Be registered voters
Speak local language, where possible
Should be above 18 years
