Job Description

Concern Worldwide is a nongovernmental, international, humanitarian organisation dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty in the world’s poorest countries. Concern Worldwide’s integrated programming approach aims to tackle all dimensions of poverty, focusing on the overlapping areas of health, education and livelihoods while maintaining our response to emergencies. Concern fully integrates equality in all its work, with emphasis on a gender transformative approach. Concern Worldwide has been operational in Sierra Leone since 1996. Concern currently operates in the Districts of Western Area Urban (Freetown), Western Area Rural, Tonkolili and Port Loko – as well as remotely in Kambia.

Job Purpose:The Technical Advisor-Equality will take the lead and be responsible for delivering Concern’s mandate for promoting equality, diversity and inclusion (EDI) within the workplace and equality within our programmes for sustainable development. S/he will lead capacity building of Concern and its partners’ staff to make sure that all programs are designed and delivered following a gender/equality transformative approach and will contribute to developing a diverse, empowered workforce that feel their working environment supports them to achieve their role in an equitable and efficient way. S/he will work closely with the Programme Coordinators, Program Managers, Global Technical Advisor and establish an EDI Working Group to create awareness and enthusiasm to integrate gender equality, diversity and inclusion into all programme and workplaces.
Main duties & 

Responsibilities:

Strategic Leadership and Advisory Support

  • Provide strategic direction and technical guidance to mainstream equality, diversity, and social inclusion within the workplace, in line with the global Workplace Equality, Diversity and Inclusion Actions Guide for Country Offices and to ensure equality approaches are integrated across all programs, in line with Concern’s global Equality Strategy – and with the Country Strategic Plan (CSP). 
  • Lead on the integration of gender/equality transformative and sensitive approaches in program design, implementation, monitoring, and evaluation.
  • Ensure equality analysis informs programme adaptation, strategic decision-making, and donor reporting.
  • Lead evidence-based advocacy and policy engagement efforts to strengthen gender and inclusion outcomes in collaboration with government, partners, and sectoral networks
  • Offer strategic and technical guidance to ensure safeguarding and Protection from Sexual Exploitation and Abuse (PSEA) standards are fully integrated and effectively implemented across all programmes, partnerships, and organizational systems.

Institutional Culture and Organizational Development

  • Foster an organisational culture that upholds equity, dignity, respect, and inclusion by influencing policy, systems, and behaviour change across teams.
  • Champion a diverse, inclusive, and empowering workplace culture that promotes equity, wellbeing, and respect, ensuring all staff can thrive and contribute effectively.
  • Work with leadership to create an inclusive workplace and programme environment, and support partners in developing leadership capacities that champion equality. 

Capacity Strengthening and Knowledge Management

  • Lead capacity development initiatives (training, coaching, mentoring) for Concern staff and partners to build competencies in equality analysis, equality sensitive programming and gender-transformative practice.
  • Provide technical guidance to strengthen Concern staff and partner capacities on safeguarding, managing complaints, and its investigation procedures, the Code of Conduct, and related policies through training, mentoring, and technical support, ensuring contextualised and practical application
  • Collaborate with MEAL and programme teams to develop and use analytical tools, frameworks, and indicators that measure progress toward equality outcomes.
  • Facilitate organisational learning by documenting best practices, lessons learned, and innovations in equality and inclusion, and disseminate them within and beyond the organization.

Coordination, Partnership, and Representation

  • Chair and strengthen the Equality, Diversity, and Inclusion (EDI) Working Group to drive coordinated action and monitor progress against the EDI Action Plan.
  • Collaborate with internal and external stakeholders, including partner NGOs, networks, and donors, to ensure coherence in equality approaches.
  • Represent Concern in relevant coordination forums, working groups, and external platforms to position the organisation as a leader in gender equality and inclusion.
  • Ensure planning for International Women’s Day, international day for persons with disabilities and the 16 days of activism is coordinated with government and partners.
  • Actively participate in the Irish consortium against GBV, Ministry of Social Welfare and the National Commission for Persons with Disability TWGs and other relevant coordination platforms.

Accountability and Monitoring

  • Provide advisory support to integrate equality perspectives into MEAL systems, project reviews, reporting mechanisms and project cycle management (PCM).
  • Work closely with MEAL and programme team members to oversee the Complaint Response Mechanism (CRM) to ensure it is equality-sensitive, inclusive, safe, and accessible to all staff and programme participants.
  • Advise and support the management team in investigating and responding to any reported breaches of Concern’s Safeguarding Policy, Code of Conduct, or related ethical standards, ensuring due process, survivor-centered approaches, and accountability.
  • Update, implement, monitor both the Equality Action Plan for Concern Sierra Leone in consultation with programme, HR, and safeguarding focal points and Partners.
  • Provide technical guidance to ensure the Core Humanitarian Standard (CHS) principles of accountability are fully integrated and effectively implemented across the organization and country programme.
  • Responsible for upholding and promoting Concern’s values, including our workplace equality, diversity and inclusion, and safeguarding values. 
  • Participate and contribute as necessary towards Concern’s emergency response as and when required. 
Person specification:Essential

  • Degree in Gender Studies, Social Science, or in other relevant disciplines.  
  • At least 4-6 relevant experiences with at least one year management or advisory experience.
  • Demonstrated experience in advancing gender equality and fostering inclusive workplace cultures and in designing of new programmes
  • Proven track record of capacity building of PNGOs, managing partnerships and working with govt. stakeholders at meso and macro levels.
  • Work experience within the urban context with people with extreme poverty would be an added advantage
  • Demonstrated knowledge and skills on localisation and locally led programming approaches

Desirable:

  • Masters Degree in Gender Studies, Social Science, or in other relevant disciplines
  • Strong leadership skills with sensitivity in dealing with government authorities on critical issues
  • Strong management skills and ability to motivate others and promote accountability among staff
  • Ability and willingness to work as part of a multi-disciplinary team
  • Analytical and independent thinking
  • Knowledge on global and national policies and practices

Safeguarding at Concern: Code of Conduct and its Associated Policies 

Concern has an organisational Code of Conduct (CCoC) with three Associated Policies; the Programme Participant Protection Policy (P4), the Child Safeguarding Policy and the Anti-Trafficking in Persons Policy. These have been developed to ensure the maximum protection of programme participants from exploitation, and to clarify the responsibilities of Concern staff, consultants, visitors to the programme and partner organisation, and the standards of behaviour expected of them. In this context, staff have a responsibility to the organisation to strive for, and maintain, the highest standards in the day-to-day conduct in their workplace in accordance with Concern’s core values and mission. Any candidate offered a job with Concern Worldwide will be expected to sign the Concern Staff Code of Conduct and Associated Policies as an appendix to their contract of employment.
