MEDICAL LIAISON OFFICER

Main responsibilities of the position:

Perform a combination of administrative and clerical tasks that helps maintain organization and keep the facility running efficiently. Coordinate and organize the referral activity in the project within the healthcare setting; work alongside other medical staff under the supervision of the medical referent; establish good relationships with the support and referral facility. Support the referral team, according to MSF protocols, medical standards, rules of hygiene and the standard precautions in order to deliver quality medical care to patients and their communities as well as to improve the health conditions of the targeted population.

 

Accountabilities:

  • Collaborate with MAM Hospital and MAM outreach in safeguarding medical ethics and the quality of medical referral (i.e. relevance, effectiveness, safety, accessibility as well as “best practices “in MSF MC Hanga hospital or MSF supported facility.
  • Establishing and supporting in the development, monitoring and evaluation of the referral strategy in the project, from in and out activity in the hospital; this includes monitoring, verifying and evaluating existing data collection and hospital records systems in close collaboration with the referral team.
  • Supporting the data team on data collection procedures, EPI surveillance and furnishing reports for referral activity in a timely manner
  • Coordinating daily office activities, arranging medical meetings and checking hospital daily census, with support from the deputy-PMR or PMR.
  • In close collaboration with the medical team managers and the PMR, review and support the implementation of medical related protocols, procedures and standards in respect with MSF standard policies and guidelines
  • Supervise referrals from MSF Hanga hospital to outside health facilities and keep overview on patient discharges from referral hospital
  • Register and follow up Referrals. Both coming in and out. Keep the patients’ referral database updated at Kenema level and shares with the PMR on regular basis
  • Updating the referral process in a regular basis, in collaboration with the PMR, Head Nurse and Medical activity managers
  • Ensure contra-referral forms are included in the documentation of all referral cases
  • Support outreach team in referrals from MSF supported PHUs to either KGH, or to MSF Hanga Hospital
  • Participate in the assessment of health facilities in Kenema or Bo districts for the beneficiaries, in collaboration with the PMR.
  • Establish and maintain professional contacts with relevant authorities, depending on the context and the needs of the project; provides relevant medical context information to the PMR/Med Co

 

Required Criteria

Education: Paramedical or equivalent in a related allied health

Experience: Essential: 2 years experience working in a medical or healthcare setting; Asset: MSF experience an asset

Essential, good understanding of the functioning of the different Government bodies and NGO community

Medical Liaison officer are required to have some background and skill proficiency in the following areas:

  • Proficiency in administrative tasks
  • Excellent interpersonal & Communication skills (written and spoken)
  • Ability to communicate effectively with the medical team and Ministry of health staff
  • Familiarity with MSF digital record systems
  • Experience in emergency preparedness and planning experience is an asset

Languages:  English, Krio, Mende
