The Government of Sierra Leone has received financing from the World Bank toward the cost of the Sierra Leone-Quality Essential Health Services and Systems Support Project (QEHSSSP). The Ministry of Health (MOH) intends to apply part of the proceeds to engage an Executive officer. The consulting services (“the Services”) includes high-level administrative support to the Minister, assisting with the management of the Minister’s schedule, correspondence, and other tasks. The EO is responsible for ensuring the efficient and effective functioning of the Minister’s office. The EO acts as the key liaison between the Minister and other government officials, stakeholders, and members of the public. The Ministry of Health Projects Administration Unit now invites qualified individuals (Consultants) to express interest in providing the Services. Interested Consultants should provide information (academic/ professional certificates and updated CVs) which demonstrate that they have the required qualifications and relevant experience to perform the Services. The shortlisting and selection criteria shall consider the following attributes, qualification, experience and skills:
A degree in business administration, public administration, or a related field.
Masters degree in a relevant field
At least 5 years of experience in an executive officer or similar role, preferably supporting a senior executive or government official
Strong communication (both verbal and written) and interpersonal skills, with the ability to interact with individuals at all level* of the organization and the public
Experience working in the public sector would be an asset
Strong organizational and time management skills, and the ability to manage multiple tasks and priorities
Demonstrated proficiency in the use of Microsoft Office applications and other software tools. Experience in event planning and project management would be an asset Excellent attention to detail and accuracy in all work.
Ability to work independently and take initiative, as well as work collaboratively as part of a team.
Understanding of government structures, policies, and procedures is an asset.
Ability to maintain confidentiality and exercise discretion in all matters. Willingness to work flexible hours, as required

IPF Borrowers” dated July 2016 and revised in November 2017, August 2018 and November 2020 (“Procurement Regulations). setting forth the
Consultant will be selected in accordance with the Individual Consultant Selection Method set out in the “Procurement Regulations for IPF Borrowers” dated July 2016 and revised in November 2017, August 2018, November 2020 and September 2023.
