BACKGROUND

The Ministry of Health (MOH) is mandated to provide policy and strategic directions for health service delivery in the country This requires effective planning, implementation, monitoring and promoting of effective health service delivery in the country. The Directorate of Policy, Planning and Information (DPP!) plays a crucial role in executing the MoH’s mandate by working closely with other directorates and programmes within MOH and with other Ministries, Departments, Agencies (MDAs) and partners. Directorate of Policy, Planning and Information (DPP!) has faced various challenges over the years, including low staff capacity and high turnover rates. To address these issues, the MOH has established a Health Fellowship Programme that focuses on critical areas such as health policies, strategies, health informatics and data analytics.

POSITION: Senior Fellow-Monitoring and Evaluation

REPORT TO: The Director of Policy, Planning and Information; and the Minister of Health
CONTRACT DURATION: Initially for 2 years and renewable thereafter with view of transitioning into the Government of Sierra Leone Scheme of Service (Civil Servant)

The Health Fellowship Programme operates at two levels, Fellows and Senior Fellows. The first level targets entry of mid-level personnel with expertise in DPPI technical areas. The Fellows recruited at this level will provide support across various units within MoH. The second level, Senior Fellows, will comprise experienced professionals who will work in leadership roles to guide the Fellows recruited in the first level. This two-level approach is expected to be effective in addressing the skills and staffing gaps identified. By addressing staffing shortages in DPPI, the programme will ensure that the DPPI is able to carry out its vital role in providing evidence-based information, policy development and regulation, and analytics and policy briefs to identify gaps and areas for improvement. Through this programme, real-time monitoring and evaluation of the health sector policies and interventions will be enabled, and health system strengthening investment projects will be formulated and executed. This wiil ultimately lead to a more effective and efficient Mol-I, which in turn, will be better equipped to deliver on its mandate and drive the agenda towards reducing maternal mortality to less than 300 deaths per 100, 000 live births in Sierra Leone by 2025. Fellow-Digital Health is part of the Health Fellowship Programme and Mill significantly contribute to the mandate and vision of the Ministry Health.

 

PURPOSE OF THE ROLE :

The Senior Fellow will play a pivotal role in supporting the implementation of all health polices and strategies including the Digital Health Roadmap and health data initiatives at the MoH. The Digital Health Roadmap aims to accelerate the integration of digital health solutions including electronic M&E tools, such as the electronic Integrated Supportive Supervision Visits (elSSV) within the national health system, improving healthcare service delivery and health outcomes across the country. The Senior Fellow will be responsible for developing and implementing robust MEAL frameworks, systems, and processes to track progress, assess impact, and promote learning and accountability for health interventions. The Senior Fellow will work closely with key stakeholders to establish comprehensive monitoring, evaluation, accountability and learning mechanisms and to build and maintain a credible digital health database.

Qualifications and Experience:

Desirable:

Highly qualified female or male, strong preference for female Sierra Leonean (local or from the diaspora)

Expectations: (Candidates may have a combination of some or all of the following atributes)

Master’s or PhD degree in public health, health informatics, epidemiology, Monitoring & Evaluation, Medical Statistics, Health Economics, or a related field.

At least 5 years of experience in healthcare monitoring, evaluation, and learning roles, preferably in the development sector or
