Date: 16th October, 2026.

PROJECT NAME: FREETOWN FLASH FLOODS-DREF

Contract Identification Number: SLRCS/FFFD/PR-868/870/876/2026

Background

On the night of 3 August 2026, Freetown experienced approximately six consecutive hours of exceptionally heavy rainfall, triggering widespread flash flooding, severe soil erosion, and multiple slope and structural failures across several densely populated urban and peri-urban communities. The most severely affected areas included Portor Community (Juba Hills), Metchem Community, 44 Femi Turner Drive (Goderich), Regent Road-Lumley, Bonga Town, and settlements along the Cain Water Stream, where floodwaters rapidly inundated homes, businesses, and critical community infrastructure. The intensity and duration of the rainfall overwhelmed drainage systems and exceeded the absorption capacity of flood-prone low-lying areas and hillside settlements. The resulting flash floods caused extensive destruction of homes, public infrastructure, and community assets, while saturated soils triggered erosion, retaining wall failures, and structural collapses in several locations.

As the event occurred overnight, many residents had little time to evacuate or protect their belongings, contributing to fatalities, injuries, displacement, and significant losses of household assets and livelihoods.  Against that background, the Sierra Leone Red Cross Society, with the support of IFRC, a variety of items are to be procured and distributed to the needy as stated below.
