| JOB TITLE | Finance Officer (2 Positions) |
| LOCATION | Freetown, Sierra Leone, with regular travel to districts, partner offices, schools and government institutions as required. |
| REPORTING AND MANAGEMENT | Reports to the Finance Manager. Works closely with operations, procurement, HR, MERL, programme teams, district teams, implementing partners and ATAE support functions to support accurate, timely and compliant financial management across Lɛ Wi Lan (LWL) and the Leaders in Teaching (LiT) Sierra Leone programme. |
| JOB SUMMARY | This role sits within the forthcoming Leaders in Teaching (LiT) Sierra Leone programme, a Government of Sierra Leone initiative to be implemented by Lɛ Wi Lan (LWL), in partnership with Transforming Teaching, Education and Learning (T-TEL) and other partners, with funding support from the Mastercard Foundation. Lɛ Wi Lan (LWL) is a Sierra Leonean-led organisation committed to advancing education transformation nationally through technical assistance in close partnership with government. The Finance Officer supports day-to-day financial operations, including payments, bookkeeping, reconciliations, filing, budget tracking, advances management, partner documentation and financial reporting. The role helps ensure financial records are accurate, compliant, audit ready and aligned with donor, organisational and statutory requirements while supporting inclusive and safe programme delivery. |
| ESSENTIAL JOB RESPONSIBILITIES (Will include but not limited to-) | BUDGETING AND FINANCIAL MANAGEMENT • Support budget monitoring, expenditure tracking and budget updates. • Maintain budget trackers and assist with forecasting and variance analysis. PAYMENTS, ACCOUNTING AND RECORD KEEPING • Process payments, advances, retirements and accounting entries. • Maintain accurate financial records, filing systems and supporting documentation. • Perform bank and petty cash reconciliations. DONOR, GRANT AND PARTNER FINANCIAL MANAGEMENT • Support preparation of donor reports and financial schedules. • Review partner retirements and supporting documentation. • Maintain partner advance and retirement trackers. |
| COMPLIANCE, TAX, AUDIT AND INTERNAL CONTROLS • Ensure compliance with policies, donor requirements and statutory obligations. • Support audits and preparation of audit documentation. • Escalate compliance risks and documentation gaps. ERP, DATA, REPORTING AND MANAGEMENT INFORMATION • Record transactions in ERP/accounting systems. • Prepare finance reports, trackers and management information. SAFEGUARDING, GENDER EQUALITY, DISABILITY INCLUSION AND VALUE FOR MONEY • Support finance processes that promote safeguarding, inclusion and accountability. • Apply value-for-money principles in expenditure review and documentation. TEAM SUPPORT, COORDINATION AND OTHER DUTIES • Collaborate closely with programme and operations teams. • Undertake any other duties assigned by the Finance Manager. | |
| CANDIDATE SPECIFICATION | • Bachelor’s degree in Accounting, Finance, Business Administration or related field. • Professional accounting qualification or progress toward ACCA, CIMA, CPA or equivalent is desirable. • At least 7 years of experience in finance, accounting, grants in large scale donor-funded programmes. • Experience processing payments, reconciliations, advances and financial reporting. • Good understanding of Sierra Leone statutory and tax requirements. • Strong proficiency in Microsoft Excel, Word and accounting/ERP systems. • Excellent attention to detail, integrity and organisational skills. • Strong communication and interpersonal skills. • Commitment to safeguarding, gender equality, disability inclusion and accountability. • Willingness to travel as required. |
