Monitoring and Evaluation Officer – Girl Shelter Project

🎯 Main Purpose of the Job

The M&E Officer will ensure that project activities are properly monitored, data is accurately collected and analyzed, and results are documented and reported. The officer will help CAF-SL understand whether the project is achieving its targets and how services for girls affected by SGBV can be improved.

🔑 Main Responsibilities

The officer will:

• Develop and manage the project’s M&E/MEAL system. 
• Monitor activities, indicators, targets, outputs, and outcomes. 
• Conduct field monitoring visits in communities, schools, and shelter facilities. 
• Collect, enter, clean, analyze, and manage project data. 
• Conduct data quality checks to ensure information is accurate and reliable. 
• Prepare monthly, quarterly, donor, annual, and other M&E reports. 
• Create dashboards, indicator tracking tables, charts, and summaries. 
• Use GBVIS tools and enter required data. 
• Support baseline, mid-term, end-line, and other assessments. 
• Track services such as psychosocial support, education, medical/legal referrals, counselling, and reintegration. 
• Document achievements, challenges, lessons learned, success stories, and good practices. 
• Support community feedback and accountability mechanisms. 
• Train and mentor staff on data collection, M&E tools, and data quality.

Because the project works with children and SGBV survivors, the officer must be very careful with:

• Confidential and sensitive information 
• Child protection 
• Safeguarding 
• PSEA 
• Informed consent/assent 
• Data protection 
• The do-no-harm principle 

The person must never disclose survivor information or collect unnecessary personal information.

🎓 Required Qualifications

You need:

• A Bachelor’s degree in M&E, Statistics, Social Sciences, Development Studies, Public Health, Information Management, Economics, or a related field. 
• At least 3 years of relevant professional experience. 
• Experience developing and using M&E frameworks, indicators, tools, and reporting systems. 
• Experience with quantitative and qualitative data. 
• Experience preparing programme/donor reports. 
• Strong Excel, Word, PowerPoint, and data-management skills. 
• Good analytical, communication, organizational, and report-writing skills. 
• Willingness to travel to communities and hard-to-reach areas in Bo District.
