Introduction Masanga Hospital
Masanga Hospital is a 150-bed tertiary care and teaching facility located in Sierra Leone, serving a catchment area of approximately 440,000 people and receiving nationwide referrals. Masanga Hospital has built a strong reputation within the Sierra Leone healthcare system. Our work is underpinned by three core pillars: Clinical Care, Education, and Research.
We are a member of the University of Sierra Leone Teaching Hospital Complex (USLTHC), and Masanga offers 5 high-quality education programs. Our students work in almost all government hospitals across the country. Additionally, the Masanga Medical Research Unit (MMRU) drives high quality research aimed at improving care in low-resource settings and providing career opportunities for aspiring Sierra Leonean medical researchers.
Masanga Hospital is in a critical phase of transitioning towards becoming a fully functional government hospital, with support from (international) partners, by July 2026. This transition is essential for continuing to provide essential and complex health services to the people of Sierra Leone and for strengthening the national health system through human capacity building and research.
Job Vacancy: Financial Manager, Role Overview
Masanga Hospital is seeking an experienced and motivated Financial Manager to oversee and manage the hospital’s financial planning, operations, and reporting. In this role, you will play a crucial part in ensuring the hospital’s financial sustainability and supporting its mission of providing high quality healthcare services. The Financial Manager will be responsible for establishing robust financial systems, ensuring compliance with regulations, and fostering a culture of financial accountability. This role will report to the hospital secretary and work closely with the medical superintendent. The successful candidate will also contribute to the transition of the hospital’s financial structure towards a model aligned with government hospital standards.
Key Responsibilities
Financial Strategy & Planning
– Develop, manage, and present the hospital’s annual and monthly budgets in consultation with department heads, aligning with operational and strategic goals.
– Unify and streamline budget flows from various partners (Masanga NL, German Doctors, CapaCare etc) to ensure coherence, transparency, and optimal resource utilization, with at least monthly updates to funding sources.
– Create medium and long term financial forecasts considering funding sources, operational expenses, and growth requirements.
– Prepare financial reports for other supporting partners with their stipulated procedures and reporting templates.
– Lead the preparation of accurate, comprehensive annual financial reports in a timely manner. – Review, update, and develop the Masanga Hospital Financial Policy as required.
Accounting & Financial Operations
– Set up and customize financial software (e.g., QuickBooks) to suit the hospital’s needs, ensuring compatibility with local regulations and donor requirements.
– Oversee daily financial transactions, including cash flow management, invoice processing, and bank reconciliations.
– Review financial reports from the finance officer and provide guidance on corrective actions where necessary.
– Ensure timely daily reporting from cashiers and accurate filing for income from various hospital services (e.g., laboratory, pharmacy, surgeries, etc.).
– Maintain financial reporting standards in line with Masanga Hospital’s policy and Sierra Leonean law.
– Ensure donor funds are tracked and spent in accordance with agreements, providing clear documentation for accountability.
– Supervision of the pre-audit of funding bodies’ work and collaborate with the Hospital Secretary on financial contracts and to manage audits and respond to audit queries.
– Analyze financial data to optimize profitability, improve transparency, and ensure compliance with best practices.
– Review and process payments made to clients, vendors, and other business partners – Maintain an accurate filing and record-keeping system for all financial statements and Masanga Hospital documents
Reimbursement
– Prepare all contracts for health insurance with institutions requesting for our services and liaise with them for proper coordination.
– Ensure timely submission of invoices to institutions and follow up on payments. – Manage charity invoices and ensure proper validation and payment.
– Oversee accounts receivables and ensure timely reimbursement with support from the Finance Officer.
– Develop policies related to accounts receivables in consultation with the Hospital Secretary and Medical Superintendent.
– Participate in pricing of services rendered and assess potential accounts receivables before incorporation into hospital records.
– Identify cost-cutting opportunities without compromising long-term financial health. – Ensure payroll is prepared in compliance with Sierra Leonean laws, including timely statutory deductions.
System Development & Transparency
– Regularly update and revise the hospital’s financial policies and procedures. – Develop a set of Standard Operating Procedures (SOPs) for financial operations, covering procurement, expense approvals, and reporting.
– Conduct internal reviews to identify areas for improvement in financial practices and ensure compliance with best practices.
– Create a monthly financial dashboard to present clear, concise summaries of financial performance to stakeholders.
Reporting & Compliance
– Prepare and present detailed financial reports, including income statements, balance sheets, burn rate and cash flow statements, for hospital management, donors, and the Board. – Ensure all financial reports and documentation meet deadlines and comply with donor and local regulatory requirements.
– Stay up-to-date with Sierra Leonean tax laws and financial regulations to ensure compliance and minimize risks.
– Manage the preparation and submission of tax returns and statutory filings as required.
Capacity Building & Team Management
– Train and mentor the local finance team (finance officer and cashiers) on financial software, principles, and SOPs.
– Establish a weekly review process with the finance team to ensure task completion and identify any support needs.
– Act as the primary point of contact for financial queries from internal and external partners. – Facilitate performance appraisals and provide technical support to team members.
Qualifications & Experience
Essential:
– A degree (BSc, or preferably Master’s) in Finance, Accounting, or a related field.
– Minimum of 3 years of financial management experience, preferably within a healthcare or NGO setting.
– Strong knowledge of budgeting, budget management, and financial systems implementation.
– Proficiency in accounting and financial software (e.g., QuickBooks, Xero) and Microsoft Office (Word, Excel).
– Demonstrated experience promoting financial transparency and establishing internal controls.
– Knowledge of Sierra Leonean financial regulations and tax laws.
Desirable:
– Familiarity with hospital financing procedures in collaboration with the Ministry of Health and Ministry of Finance.
– Professional certification (e.g., ACCA, CIMA) is an advantage.
