An International Non-governmental organization, Action Against Hunger has been working to fight undernutrition and support communities affected by crisis across the globe for over 40 years and across nearly 55 countries. Action Against Hunger established its presence in Sierra Leone in 1991 during the Civil War and since then it has been operational in the country by implementing various humanitarian and development programs related to health, nutrition, food security/livelihoods and advocacy geared towards the reduction of the prevalence rates of under-nutrition. The Sierra Leone Country office is based in Freetown, Sierra Leone overseeing the operations in Bonthe and Moyamba.
Action Against Hunger is recruiting a suitably qualified Sierra Leonean as Compliance Coordinator to ensure the efficiency of control procedures and Action Against Hunger compliance with country and Donors’ procedures for the Liberia and Sierra Leone Country Offices.
KEY ROLES AND RESPONSIBILITIES:
Objective 1: Coordinate the definition and development of an internal control and risk management process (analysis and verification of the efficiency of control procedures)
- Identify all sources of internal and external risks;
- Evaluate preventive measures and control of identified risks;
- Analyze, assess and make recommendations on the procedures, policies and organizational quality of the Country Office;
- Verify operations and their compliance with procedures on a regular basis, make recommendations and monitor their implementation;
- Produce the required reports and action plan;
- Provide the support needed to Heads of Departments and Field Coordinators to ensure compliance with procedures and internal control framework;
- Ensure the integration of donor rules into the internal control system;
- Participate in the evaluation committee for major procurement files, if deemed necessary;
- Ensure dissemination, good understanding and compliance with internal and Donors’ rules through trainings, awareness raising sessions and refreshers.
Objective 2: Coordinate & facilitate the answers to external audits (from donors, external counterparts and government, if applicable)
- Facilitate various kinds of audit (donors, external & Govt.) in the country level based on assignment from functional line manager (ARC HQ).
- Liaise with External Audit Unit in HQ to ensure smooth and coordinated answers.
- Implement a systematic follow up on recommendations from external audits and provide technical support to various departments for implementing these recommendations, mitigating audit findings and future risks.
- Share summary audit findings in the base coordination meeting and base managers meeting.
- Ensure the filing and archiving of all audit external reports;
Objective 3: Develop and implement the internal audit activities in the Country Office
- Establish a provisional yearly internal audit plan in compliance with the Action against Hunger methodology, and ensure this audit plan is validated by CD and Internal audit unit in HQ.
- Implement internal audit activities in the Country office, in compliance with the prescriptions of the Internal Audit Charter and the methodology defined by ARC in HQ, in order to provide reasonable assurance on the quality of the internal control system of the Country Office.
- Implement a systematic follow up on recommendations from internal audits and provide technical support to various departments for implementing these recommendations, mitigating audit findings and future risks.
- Present the internal control methodology to the auditors as assurance on the degree of control of the Country Office’s activities.
- Ensure the filing and archiving of all internal audit reports;
- Participate in working groups at the national level to exchange on audit and internal control systems.
Objective 4: Contribute and support the prevention and management of fraud and corruption situations
- Ensure compliance with Action Against Hunger zero tolerance policy;
- Identify risks of fraud and corruption in Action Against Hunger Liberia and Sierra Leone operations and provide support to ensure that preventive and control actions are put in place;
- Contribute to sensitize teams and partners on the risks of fraud and corruption;
- Only Alert the Country Director in case of fraud and corruption situations and implement corrective actions;
- Maintain a monthly update of the corresponding database;
- Provide support to the Country Director to ensure the implementation and adherence of a fraud and/or abuse reporting system;
- Actively participate in the development and adherence of a complaint reporting system.
Objective 5: Ensure the control of support procedures at the partner level
- Participate in the launch of new partner diagnostics in cooperation with Supports’ Head of Departments;
- Implement the partner diagnosis in terms of governance, internal control, fraud and complaint management;
- Participate in monitoring the implementation of the partner strengthening plan;
- Manage the partner’s files: archiving of documents and compilation of various feedbacks on agreements;
- Participate in the capitalization of the partnership experience;
Additional Responsibilities:
- This job description is not intended to be all inclusive and the employee will also perform other related tasks as required and responsible for reporting and communication of progress and achievement of the specific assigned task;
- Maintenance of high technical standards;
- Conduct all duties in a professional manner following Action Against Hunger staff regulations, Action Against Hunger mandate and charter including promotion of gender equality.
Skills and Resources Needed to Perform the Function |
- Masters Degree in International Development, finance, accountancy, chartered accountancy or relevant and equivalent degree or Action Against Hunger sector related field;
- Minimum five years of previous work experience in international development, humanitarian assistance or related sector;
- Knowledge of Project Management Cycle and project management tools
- Excellent written and oral communications skills in English language;
- Well-organized, attentive to detail, and able to manage multiple tasks concurrently;
- Competence with Windows, Microsoft Office;
- Familiarity with Agreements and Budget development;
- Previous experience working with international partners;
- Strong organizational and research skills with a broad understanding of various program sectors and activities;
- Extensive knowledge of donor rules and regulations;
- Excellent critical thinking, superior problem solving skills and ability to use good judgment when making difficult decisions;
- Ensuring confidentiality in the work (being able to sort and process confidential information and being able to ensure that information is only accessible to authorized persons)
- Demonstrable ability to effectively organize multiple projects and set appropriate priorities;
- Ability to be flexible, yet focused and reliable, in a work environment with frequently changing demands and circumstances;
- Ability to work effectively independently and in a team atmosphere, encouraging colleagues to contribute to common work goals achievements.

WORK CONDITIONS
STARTING DATE: January 2025
HOUSING AND TRANSPORT ALLOWANCE: 15% of basic salary each
REPORTING TO: Country Director
DURATION OF CONTRACT: 24 Months with possible extension
LOCATION: Freetown with frequent travel to Liberia and other office locations with Sierra Leone
