Through our partnership with Harvard Medical School and the Brigham and Women’s Hospital, we support a wide range of programs in dozens of other countries around the world. 

Our Work In Sierra Leone:

Partners In Health Sierra Leone (PIHSL) began supporting the government of Sierra Leone in response to the Ebola epidemic in October 2014. Recognizing the large need for continued investments in the health system after Ebola, PIH is committed to long-term health system strengthening in support of the Ministry of Health and Sanitation (MOHS), guided by the same principles as our emergency response and our work around the world: public sector accompaniment, integrated and comprehensive services, social justice, nimbleness and flexibility, partnership, community ownership, and evidence-based interventions. In the aftermath of the epidemic, PIH is committed to supporting the delivery of comprehensive health services in Sierra Leone, from the community level to the health center and to referral hospitals.

Position Overview
The eHealth Officer plays a strong management role on the team, working to strengthen the monitoring of operational activities and projects by providing specific support related to data quality and data utilization for program improvement. The Officer is responsible for developing the capacity of the eHealth Coordinators whom he/she supervises through training, mentorship, and coaching on data collection, data analysis, and communication of results in formats that are useful to decision-makers. The Officer is also responsible for assigning and overseeing the work of the Coordinators. The eHealth Officer will assume additional administrative responsibilities as assigned by the Manager, as well as lead in the implementation of new projects. 
Essential Duties and Responsibilities: 
  • Serve as a liaison between Coordinators and eHealth Implementation Manager
  • Design and conduct team training in data collection, analysis, and presentation
  • Provide one-on-one coaching and mentorship to the Coordinators
  • Develop and lead quarterly Key Performance Review presentations for clinical and program leads
  • Assist the eHealth Implementation Manager in the implementation of new eHealth, M&E, or research activities
  • Monitor data collection and address data quality challenges as they arise
  • Ensure processes are in place to monitor the quality of data input into electronic datasets and that these are routinely implemented and up-to-date
  • Work to ensure management and performance information is produced from eHealth applications (currently CommCare and EMR) according to the needs of the relevant teams
  • Ensure regular checks are made on server performance and capacity for OpenMRS EMR systems. Report any issues as necessary. Predict when issues are likely to occur and communicate to the Medical Informatics Lead.
  • Ensure regular checks are made on the physical environment of all EMR hardware (server/laptops/printers) and issues identified and addressed
  • Ensure documentation is available on all key processes covering CommCare and OpenMRS systems (and any new systems introduced). Identify gaps in documentation and initiate actions to fill them.
  • Ensure users are trained effectively to use electronic systems. Author training materials and keep these up-to-date. Keep records of which staff have been trained and when.
  • Ensure confidentiality basics are implemented: Identifiable patient data should always be encrypted before sharing electronically. Passwords made complex, not shared and changed frequently.
  • Communicate with DHMT and other local stakeholders to ensure that information about the development of electronic solutions is effectively shared
  • Communicate within PIH to ensure EMR initiatives are known and their benefits understood

Qualifications/Requirements
  • Diploma in data processing, Information Technology, Computer Science, Information Systems, Health Informatics, Mathematics, Statistics required (Bachelor’s degree would be an added advantage).

Technical Competencies

  • Proficiency in MS Excel, Word, and PowerPoint.
  • (Desirable) Familiarity with database principles and management.
  • (Desirable) Exposure to and conceptual understanding of: CSS, HTML, Java or Javascript, Git & GitHub, Linux.
