Job Description

INTERNAL / EXTERNAL ADVERTISEMENT 

General Description of GOAL’s Work in Sierra Leone 

GOAL has been present in Sierra Leone since 1999, with an overall aim to contribute to poverty and  vulnerability reduction through the implementation of integrated, multi-sectoral interventions, with a  primary focus on improving Reproductive, Maternal, Neonatal, Child and Adolescent health (RMNCAH)  specifically addressing teenage pregnancy. GOAL is also improving rural water supply, urban WASH  focusing on faecal sludge management and promoting social inclusion, empowerment and the  promotion of decent work through systems-based programme approaches and community led social  and behavioral change. GOAL currently operates in Western Area Urban (Freetown), Kambia, Bombali,  Koinadugu, Moyamba and Kenema Districts, with funding from ICSP, FCDO, UNICEF and Charity Water.  

JOB TITLE:  Finance Officer
JOB LOCATION:  Kenema
START DATE:  Immediate
CONTRACT LENGTH  6 months (renewable yearly)
REPORT TO:  Finance Manager

 

Main Duties and Responsibilities: 

Responsible for maintaining Leone cash held in Kenema Office safe  

Management of petty cash and control of cash issued to programme and other administrative staff

Completion, recording and filing of Payment Requisition Forms with supporting documentation  for all cash and bank transactions in accordance with GOAL SL financial procedures manual.

Preparation of all cheque payments with relevant supporting documentation for signatory by  authorized management personnel. 

Completion of cash and safe control sheets to reflect all cash and bank movements and for each  payment or receipt. 

Completion of weekly cash counts and reconciliation sheets. 

Obtain weekly cash forecasts from senior programme staff to plan cash flow requirements for  subsequent week. 

Management of relationship with Ecobank in Kenema and all banking transactions and  correspondence including writing of all cheques  

Inform the Finance Manager of Kenema field office funds need every week 

Completion, maintenance and storage of all account files 

Induction of training to all new staff and training of non-finance staff on finance procedures

Assist the Finance Manager in producing the GOAL Sierra Leone weekly and monthly reports.  Responsible for making monthly payments to the NASSIT office. 

Conduct a monthly 5% asset spot checks 

Provide all necessary assistance and document preparation for statutory audit of annual financial  statements and all donor and internal audits. 

Scanning and saving to SharePoint all PRFs on a monthly basis. 

Any other duties that may be assigned by the Finance Manager.

Essential 

Diploma/Degree in Accounting or related field with a minimum of 3 years of related work  experience of which at least 3 years is at management level in an international NGO   Or diploma/Degree equivalent qualification in accounting or related field with a minimum  of 4 years of related work experience of which at least 2 years in an international NGO
