World Vision International Sierra Leone (WVISL) has been operational since 1996 assisting communities with various interventions in health, education, child protection, water & sanitation and livelihoods.

 

Applications are requested for suitably qualified Sierra Leoneans to fill the position of Grant Finance Officer

PURPOSE

To assist the Finance Coordinator in providing efficient and effective financial management of Grants Cycle (GC) 7 grant for improved quality in grant financial management and reporting in full compliance with Global Fund’s regulations and WVISL’s policies.

MAJOR RESPONSIBILITIES

  • Ensure all supporting documents to cash disbursement, approvals and journal vouchers are complete, accurate, and relevant and comply with WVI and WVSL finance policies and Global Fund’s requirements: 15% of time
  • Assist in the preparation of monthly project finance reports and maintain finance records and filing system on monthly basis: 15% of time
  • Ensure proper receipt, safe keeping and lodgment of all funds received according to WVSL policies and Global Fund regulations: 15% of time.
  • Assist internal and external audit staff to facilitate annual financial audit and ensure that the minimum “Acceptable audit rating” according to World Vision Partnership requirements is reached. Support the compliance review and audit by the Local Fund Agent (LFA) and ensure that expenditure is eligible to Global Fund Support annual external audit of the Global Fund grant and contribute to good audit performance of GC7: 15% of time.
  • Conduct field/community visits to review accounting, internal control systems and procedures and train/recommend improvements if found inadequate. Conduct regular monitoring visits to GC7 Sub Recipients (SRs) and Service Providers (SPs) to ensure full compliance with WVI and Global Fund requirements. Desk review of partner financial reports on a monthly and quarterly basis.: 10% of time
  • Assist the Finance Coordinator to coordinate the preparation of GC7 revised budget according to the Global Fund’s Guideline for Grant budgeting: 10% of time.
  • Prepare balance sheet reconciliations on a monthly basis and ensure that reconciling items are known and current. Project Advances are cleared in time and current as well as guarantee that all project related balance sheet items are clean and accurate. Supplier accounts are reconciled monthly and payment advices and withholding tax certificates shared with vendors on monthly basis: 10% of time.
  • Enhance customer service through effective engagement with programs and other project staff in the access of the finance function: 10% of time.

QUALIFICATIONS:  EDUCATION/KNOWLEDGE/TECHNICAL SKILLS AND EXPERIENCE

 

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

 

Required Education, training, license, registration, and certification            

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

  • Minimum Educational level required:   Degree/HND in Accounting//CAT or Part 11 of ACCA, CA/CIMA.xp
  • A minimum 2year experience in Public Private Donor grant finance management is required/ Experience in handling finance in Global Fund Project is preferred.
  • Technical Training qualifications required:  Good working knowledge in accounting software. Advanced knowledge in MS Excel/Word/PowerPoint.
  • Other: Good analytical skills.

 

Travel and/or Work Environment Requirement    

  • Work environment:  Office-based with frequent travel to the field
  • Travel:  10% Domestic travel is required.
