SUBJECT: Professional Auditing Services

RADA-SL is soliciting proposals from qualified firms of certified accountants to conduct a special purpose audit of the RADA, German Doctor’s – BMZ Income and Expenditure Accounts for the fiscal year ending 31st December, 2023. 

The Audit is for a ten Month’s project implementation (1st March – 31st December, 2023.

Your proposal should contain, but not be limited to the following considerations:

1. Eligibility – authorization by the State Board of Accountants to conduct audits.

1. Experience of your firm in relation to the scope of audit for the Project aforementioned

1. A list of similar audits carried out by your firm.

1. Your staff assignments and availability to complete the audit on a timely basis.

• Participation of senior audit personnel assigned to the engagement.

• Frequency of contact with personnel heading the audit

• Availability of staff to respond to questions within the scope of the engagement and scope of the audit.

1. Detailed audit plan.

1. Your fee proposal to conduct the audit function.

1. Estimated time period to complete the audit.

1. Audit firm to produce and to print report.

1. Proof that the firm is certified to conduct audits in Sierra Leone.

Below is a summary of the project in question to be audited.

In January 2022, RADA received money from German Doctors from Germany to implement a WASH pilot project in 20 communities in 4 chiefdoms in Bo district. The focus of the project was to work with communities to address their WASH issues.  

The pilot project was well implemented, which gave birth to a 3-year project funded by German Doctors and the German corporation (BMZ), with the same focus,

The project was now to scale up and be implemented in 60 communities, in 9 chiefdoms across 3 Districts – Bo, Pujehun and Kailahun. 

The first year of the project which effectively started in March, 2023 (as a continuation from the German Doctors project which ended in February, 2023) ends on 31st December, 2023.

The audit therefore covers the period 1st march to 31st December, 2023 (ten Months).
