Job Title: Programme Coordinator

Introduction to German Doctors e.V.

German Doctors e.V. (GD) is a charitable non-profit organization that supports local partner organizations to implement health-related projects for vulnerable people in eight countries across the world. Our organization’s fundamental goal is to improve the health and general living conditions of vulnerable and marginalized people by providing direct medical support and/or strengthening the capacity of local health staff and communities.

Since 2010, GD has been working in Sierra Leone supporting the operations of the Serabu Community Hospital in Bo district. Currently, we are supporting Commit and Act Foundation Sierra Leone, Rehabilitation and Development Agency and Movement Towards Peace and Development Agency to implement projects on health, sexual reproductive health and rights, and water and sanitation respectively. German Doctors e.V in partnership with MoH and other INGOs is working closely with the School of Clinical Sciences Makeni to provide Paediatric trainings for students that have graduated with diploma from the School of Clinical Sciences Makeni. We are at the verge of recruiting two additonal partners to implement projects on humaniatarian aid in Kailahun and Koinadugu districts. 

Job Summary

The Programme Coordinator is responsible for oversight and support of GD funded projects implemented by partners, grantee management and representation of German Doctors at district and regional level events with guidance from the country representative. The role will ensure the partners provide timely and quality reports and will contribute to strategic thinking in relation to the projects German Doctors is funding, ensure regular monitoring and supervision with the aim of ensuring that the intended projects outputs, outcomes and impacts are met or exceeded.

Position within the organisation

The postholder will be based in Makeni and will report directly to the country representative that sits in Bo. He/She will work closely with other staff, implementing partners and other colleagues from our headquarter in Bonn, Germany. There is no direct report line to this postholder. 

Responsiblities

Project Development and implementation

  • Support the implementing partners to plan and execute high quality programmes, and ensure they are delivered on time and within budget.
  • Support implemeting partners to develop and maintain project plans, including timelines, budgets, and resource allocation
  • Support implementing partners to identify and mitigate project risks and issues
  • Monitor (remote and on-site) and report on projects progress to Country Representative
  • Collaborate with internal and external partners to drive project success
  • Ensure partners adhere to the contractual terms of German Doctors
  • Ensure timely evaluation of projects and action recommendations for improvement
  • Assist the country representative with any additional tasks that may be required.

Financial Management 

  • Ensure the partners adhere to the financial policies and procedures and the contractual terms of German Doctors. 
  • Ensure timely fund request for partners to avoid delay in project implementation
  • Ensure partners submit timely and accurate financial report on monthly basis
  • Reqular monitoring of partner expenditures against approved budget to ensure appropriate spending.

Communication

  • Close cooperation and regular (monthly) meetings with the project coordinators of the different projects 
  • Regular meetings with Country representative
  • Represent German Doctors concerns in front of partner organizations as well as other stakeholders (governmental institutions, possible funding partners, NGOs/CSOs)

Required skills and experience

  • Bachelor’s degree (or equivalent) in development studies, Project management, international relations, or similar discipline
  • 3 years experience in international development programme management, including management of back donor funded projects, and field-based management
  • Experience of working with local partners 
  • Knowledge of development issues in the context of Sierra Leone 
  • Ability to prioritise multiple tasks in a fast paced and complex environment and to deliver according to schedule despite challenges
  • Good understanding and experience of financial controls and procedures
  • Ability to draft succinct, informative and highly readable reports 
  • Experience with monitoring and evaluation in a programme context 
  • Willingness to travel and visit project sites on regular basis
  • Computer, written, and verbal communication skills
  • Proficiency in English (both written and oral)
  • Structured and organized in working and doing
  • Reliable and trustworthy
  • Social competence and teamwork skills

We offer

  • A contract, preferably from July 2024. The contract will be for one year with a renewal option based on funding and performance.
