TENDER NOTICE: Engagement of Third-Party Logistics (3PLs) Service Providers for Transportation of Insecticide-Treated Nets (ITNs)

Job Description

Introduction

World Vision is a global Christian relief, development, and advocacy organization dedicated to working with children, families, and communities to overcome poverty and injustice. World Vision serves everyone regardless of religion, race, ethnicity, or gender. World Vision International Sierra Leone (WVISL) has been operational since 1996, assisting communities with various interventions in health, education, child protection, water & sanitation, and livelihood.

Context

World Vision International Sierra Leone (WVISL) is Implementing the Global Fund-GC7 multi-component grant on HIV, Tuberculosis (TB) and Malaria program. The Global Fund GC7 program aims to implement effective prevention strategies and interventions to reduce the incidence and impact of HIV/AIDS, tuberculosis (TB), malaria, and other targeted diseases.

As Principal Recipient (PR)II, World Vision International Sierra Leone (WVISL) is supporting the Ministry of Health (MoH) through the National Malaria Control Program (NMCP) to implement a nationwide Insecticide-Treated Net (ITN) Mass Campaign Distribution scheduled for March 2027.

The ITN Mass Campaign is one of the key interventions under the National Malaria Control Strategy aimed at reducing malaria-related morbidity and mortality through the achievement of universal ITN coverage for all eligible households across the Republic of Sierra Leone. The campaign seeks to ensure that every household has access to adequate quantities of quality-assured ITNs for malaria prevention.

To facilitate effective campaign implementation, ITNs will be transported from the district warehouses to designated distributions points and outreach locations across the country. The Resupply of district warehouses will be done from designated regional warehouses.  The campaign will utilize a combination of fixed and outreach distribution points to maximize accessibility and ensure equitable coverage of both urban and hard-to-reach populations.

Given the magnitude of the operation and the volume of ITNs to be distributed nationwide, WVISL intends to engage competent and experienced Third-Party Logistics Providers (3PLs) to provide transportation services for the safe, timely, and efficient movement of ITNs throughout the campaign supply chain. The transportation exercise will include receipt of bales of ITN from District storage locations, transported to various fixed Distribution points (PHUs), and onward delivery to various outreach locations in accordance with the approved campaign deployment plan.

The distribution phase is expected to be implemented over a period of seven (7) consecutive days. The selected 3PLs will play a critical role in ensuring that all ITNs are delivered in full, on time, and in good condition to support uninterrupted campaign activities nationwide.

Based on current campaign planning estimates, approximately 145,972 bales of ITNs will be distributed through more than 1,800 fixed and outreach distribution points across the country. Transport service providers will therefore be required to demonstrate adequate fleet capacity, operational presence, and experience in managing large-scale humanitarian, public health, or commercial logistics operations. 

Objective

The objective of this assignment is to ensure the timely, safe, secure, and efficient transportation of ITNs from designated warehouses to all district distribution locations within the campaign implementation schedule.

Scope of Work

The successful 3PLS shall:

1. Provide suitable trucks, Vans, 4×4 Vehicles, boats and motorbikes and transportation equipment.
2. Collect ITNs from designated District warehouses.
3. Deliver ITNs to designated distribution points and outreach locations in each district.
4. Collect ITNs From Designated regional warehouses to Designated District warehouses during district warehouses re-supply.
5. Deliver ITNs from regional Warehouses to designated District warehouses
6. Ensure proper loading, handling, and offloading of ITNs.
7. Prevent losses, damages, theft, or contamination during transportation.
8. Maintain daily delivery records and Proof of Delivery (POD).
9. Provide real-time movement updates to DHMTs, NMCP and WVISL.
10. Ensure all deliveries are completed within the agreed campaign schedule.
11. Adhere to all road safety and transport regulations in Sierra Leone.

Duration of Assignment

• Mobilization Period: to be agreed with WVISL.
• Distribution Period: 7 Days
• Tentative Campaign Period: March 2027

Expected Deliverables

The 3PLs shall provide:

• Fleet deployment plan.
• Daily transportation status reports.
• Signed Delivery Notes.
• Proof of Delivery (PODs).
• Final transport completion report.
• Incident/loss reports (if any).

Key Performance Indicators (KPIs)

Minimum documentation requirements to be submitted (as annexes) 

• Profile of the company
• Valid business registration document
• Valid NASSIT clearance certificate
• Tax Clearance Certificate 
• Certified Audited Financial statements signed by its Executive Director (or the Board) for the last two consecutive years (2024 and  2025). 
• Evidence of experience in conducting similar services with details of referees (Preferably INGOs, UN Organizations, and other international institutions), including contact name, email address, telephone number, and job completion certificates.
• List of vehicles/trucks/Motorbikes and Boats owned/rented/leased with evidence of registration document and signed lease agreement or MOU.
• Evidence of valid Insurance/Policy of vehicles/trucks/motorbikes and Boats owned/rented/ leased and transported Commodities to claim damages and loss of Items during the execution of this contract.
• Submit bid security of 5% of your total bid price. 

Evaluation Criteria 

Proposals will be evaluated based on the following criteria:

• Technical competencies
• Delivery and logistics capabilities.
• Competitive pricing
• Reference Checks conducted of similar services done for other organizations within the country
• Operating within the district applied for is an added advantage.

 Responsibilities of World Vision International Sierra Leone

WVISL in collaboration with NMCP and DHMTs will:

• Provide delivery schedules.
• Facilitate access to warehouses.
• Coordinate with district and Central stakeholders.
• Monitor transport performance.
• Verify delivery documentation.
• WVISL will Process payments based on completed deliveries.

Price Schedule Template Per District

Bidders shall quote a lump-sum transportation rate per district, inclusive of vehicle provision, fuel, driver costs, insurance, tolls, loading and offloading support, security, and all applicable taxes.
