District Data Clerk (Bombali/Moyamba) 

Job Type: Full Time 

Location: Bombali and Moyamba Districts – Sierra Leone 

Start Date: Immediately  

End Date: 31st December 2028; Annual Contract (Renewal)

Helen Keller has been operating in Sierra Leone for nearly 20 years in support of the reproductive health,  nutrition, and Neglected Tropical Disease (NTDs) components of the National Health Development Plan  of the Ministry of Health, as well as food security component of the Ministry of Agriculture. The  organization is committed to generating evidence, carrying out robust research and a high input into  research publications. 

Helen Keller is recruiting for 2 data clerks for the FCDO funded Saving Lives Phase III program in Sierra  Leone. The program aims to support the Government of Sierra Leone (GoSL) to deliver on improving  maternal, child and reproductive health outcomes in country while strengthening health systems for a  sustainable routine data for decision making. 

Helen Keller is recruiting 2 District Data Clerks based in Bombali and Moyamba districts. The Data Clerks  will work under the oversight of the M&E Officer (Saving Lives). The Data Clerks will be responsible to  provide an oversight to the district M&E in terms data collection and entry while ensuring accuracy and  timeliness of data and supporting DHMT programs staff on data management for decision making and  report to the monitoring and evaluation officer national at Helen Keller.  

Key Responsibilities 

  • Assist in timely data collection for M&E requirements including routine monitoring and periodic  evaluations at district level. 
  • Manage the program database in the district – including updating/entering program data into the  agreed framework/system.  
  • Support data cleaning and providing basic data summaries as required. 
  • Ensure that the program data is always kept up to date while liaising with the M&E Officer in case  of any errors identified. 
  • Support District Delivery Manager to monitor the project indicators against activity work plans.
  •  Cross check the data with the data sources for accuracy before submitting the reports, carry out  spot checks, data triangulation, validation, etc. 
  • Maintain data confidentiality, security as per country policies.
  • Support DHMT data focal points on data checks and monthly monitoring.  
  • Contribute to reporting – internal, donor and GoSL – by providing relevant data sets and  supporting analysis around it. 
  • Promote full accountability and staff, compliance with Helen Keller’s Code of Conduct &  Associated Policies, to ensure maximum protection of programme participants and the efficient  and transparent use of Helen Keller ’s resources. 
  • Participate in relevant meetings at District level; Promote and protect the reputation of Helen  Keller in external settings, ensuring that the organization’s experience and expertise is well  communicated and consistently presented, and that we are looked upon as a professional  organizations, guided by organizational policies and Helen Keller Code of Conduct 
  • Complete any reasonable task requested by the supervisor. 
  • Data entry: Using predetermined rules and procedures, accurately and quickly input and update  data from several sources into digital databases or spreadsheets. 
  • Document Management: Keep digital files and records structured to facilitate quick access to  saved information when needed. 
  • Report Generation: Utilize stored data to create reports and summaries that will aid in decision making and business operations. 

Qualification and experience 

  • A higher diploma to a relevant filed- Public health, social science, a certificate with training(s) in  the Microsoft packages i.e. Microsoft Excel & Microsoft Access, and data analysis 
  •  Hands on experience in data entry and analysis with a non-governmental organization.
  • Experience in doing data entry in an online database (Familiarity with ODK/ONA, Mobile apps will  be an added advantage). 
  • Experience in using statistical software to manipulate datasets (e.g. DHIS2/HMIS, platform will be  an added advantage); 
  • Data visualization skills by establishing dashboard.  
  • Most be able to work in a dynamic and complex environment. 
  • shown expertise in data entry or similar positions, with a focus on precision and close attention to  detail. 
  • Excellent in planning and scheduling abilities. 

Special Skills, Aptitude or Personality Requirements

  • Strong IT-based communication skills; 
  • Ability for prompt and accurate inputting of data ; 
  • Maintaining accurate records both digital and physical files; 
  • Sharing accurate and timely information; 
  • Communicate proactively about any delays or challenges; 
  • Understanding of importance of quality and timely data; 
  • Ability to work independently with minimum supervision; 
  • Good typing and data entry speed; 
  • A mature person of high professional discipline and moral integrity; 
  • Competent to work under stress as the situation may dictate;  
  • Fluent in English and Krio language skills. 
  • Having the below undermentioned skills is an added advantage\ 
  • Working knowledge of Excel, and have experience using database and data analysis software  such Starta, SPSS, Power Bi etc. 
  • demonstrated aptitude for and familiarity with data analysis and visualization, outstanding writing,  analytical, and structural thinking abilities. 
  • Excellent organizational and analytical skills. Demonstrated proficiency with using Microsoft  Office Suite required. Ability to analyze and interpret data
