Terms of Reference for IT Manager

Job Title: IT Manager

Reports to: Deputy Director, CS

Grade Level: Senior (9)

Location: HQ Office  Contract Type: Permanent Supervises: IT officer

 

Job Purpose:

 

An effective and efficient IT function is key to the success of TSC operations and Teacher Edtech needs. The IT Manager will be instrumental in facilitating the creation, implementation and maintenance of the IT infrastructure and processes to enable the TSC meet its goals of the education sector as set out in the Education Sector Plan.

It is expected that the IT Manager will work closely with all TSC departments, MBSSE, MTHE and partners to create and maintain IT capacity to fulfil the requirements of the Commission and the needs of teachers.

 

Key deliverables:

  • Integrated EMIS/TMIS/OTPS/TRM/GRM linked database on teachers
  • Functioning website including online portals for services including recruitment, teacher registration and licensing, GRM platforms etc.,
  • Oversee the installation, configuration and maintenance of hardware, software and network systems
  • Implement IT Security Policies and Procedures
  • Monitor IT system performance and provide regular report to management
  • Track key performance indicators to measure IT efficiency and effectiveness and provide recommendations for continuous improvement for IT services

 

Main Duties

  1. Advise on solution-based approach for seamless delivery of IT throughout the organization by designing, developing policies and procedures as necessary
  2. Plan, organize, control and evaluate IT and electronic data operations for the TSC
  3. Ensure security of data, network access and backup systems for the organization
  4. Identify problems and implement solutions in a timely manner
  5. Carry out periodic audits and assessments of IT systems and procedures
  6. Preserve assets, information security and put in control measures
  7. Handle annual budget of unit and ensure cost effectiveness
  8. Manage project tasks and teams
  9. Work closely with stakeholders to ensure that projects are completed on time and to budget
  10. Contribute to the development, implementation and maintenance of a decentralized electronic teacher data management system consistent with the Teacher Registration and Licensing, Teacher Management, Teacher Development and Performance and Payroll operations
  11. Develop, implement and maintain an online portal including provision of recruitment services, teacher registration etc. to meet the requirements of the TSC Framework guidelines
  12. Contribute to the development of teacher IT capacity in order to enhance teaching and learning
  13. Roll-out adequate induction, training and user support to TSC staff on use of IT services
  14. Act as point of escalation for all IT issues within the TSC
  15. Any other duties as direct by the Commission

 

Qualifications & Experience

  • Bachelor’s degree in information technology plus a professional certified qualification in IT, is an added advantage.
  • At least 7 years’ work experience, or IT certified professional work experience
  • Proven work experience as an IT manager
  • Excellent knowledge of technical management, information analysis and of computer hardware/software systems
  • Expertise in data centre management and data governance
  • Hands-on experience with computer networks, network administration and network installation
  • Knowledge in the use of ICT in education (education learning platforms)

  • Ability to lead and motivate teams, delegate tasks effectively, and foster a collaborative and productive work environment.
  • Capacity to align IT initiatives with organizational goals, anticipate future technology needs, and develop long-term strategies for IT infrastructure.
  • Ability to communicate vital technical information to non-technical stakeholders, managing expectations, and fostering collaboration between departments.
  • Must be adept at analyzing complex issues, identifying root causes, and implementing effective solutions in a timely manner.
  • Understanding of cybersecurity risks and compliance requirements, and implementation of measures to mitigate these risks.
  • IT landscapes are constantly evolving, so IT managers must be adaptable and open to learning new technologies and methodologies.
  • Knowledge in the use of technology for learning; setting up the design and development; distance learning; training; education and learning purposes; managing education technology
