The Government of the Republic of Sierra Leone has secured funding from the World Bank to implement the Regional Emergency Solar Power Intervention Project (RESPITE), with Grant Number IDA Elfi10-SL and intends to apply part of the proceeds towards payments under the contract for Design, Supply& Installation of 33 kV and 1 1 kV distribution lines to optimize the integration of the Newton and Lungi Solar Park in Sierra Leone. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments that the contract provides to be made through Designated Account.

The Electricity Distribution and Supply Authority (EDSA) now invites sealed Bids from eligible Bidders for the Design, Supply, and Installation of 33kV and 11kV distribution lines as summarized below:

The Scope of Works include the following 33kV and 11kV distribution lines:

• New combined 33kV and 11kV line from new Newton Solar Power plant to existing 33kV and 11kV network at Waterloo
• New I I kV line from New Lungi Solar Power Plant to existing substation at Lungi
• New 33kV line from 33/11kV Waterloo S/S to 33/11kV Tombo Town Substation

3. Bidding will be conducted through International Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated revised September 2023 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.

The bidding document in English may be purchased by interested Bidders

upon the submission of a written application to the address below and upon payment of a non-refundable fee of NLE4,600 (Four Thousand, Six Hundred New Sierra Leone Leones) equivalent to US$200 (Two Hundred United States Dollars).
