  1. The Government of Sierra Leone has received

financing from the World Bank toward the cost of the Sierra Leone Free Education project and intends to apply part of the proceeds toward payments under the contract for the Design, Layout, Editorial Work, Printing, and Distribution of Teaching and Learning Material for Primary 1.

 

  1. The Ministry of Basic and Senior Secondary

Education now invites sealed Bids from eligible Bidders for the Design, Layout, Editorial Work, Printing and Distribution of Teaching and Learning Material for

Primary 1, to all Twenty-Two (22) ‘local councils of Sierra Leone during a delivery period of ninety (90) calendar days.

 

  1. Bidding will be conducted through international

competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition, November 2020 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.

  1. Interested eligible Bidders may obtain further

information from Sierra Leone Free Education Project, from the Procurement Specialist-Mohamed Kallon, on email menakallon@yahoo.com and inspect the bidding document during office hours 09:00 to 17:00 hours at the address given below.

 

5. The bidding document in English may be purchased

by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of Le 2,400.00 NL or US$ 100.00. The method of payment will be through the Sierra Leone Commercial Bank, cash payment. The document will be sent by soft or can collect hard copy. Acct No. 003001060322112174 Leones account.

  1. Bids must be delivered to the address below on or before 12:00pm IC April 2024. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence oft he Bidders’ designated representatives and anyone who chooses to attend at the address below on 12:00pm, IC April 2024.
  2. All Bids must be accompanied by a Bid security of US$ 50,000.00, from a reputable commercial bank.
  3. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
