Terms of Reference (ToR) for GD/BMZ WASH Power BI Consultant

Objectives:

The primary objective of this consultancy is to enhance the data management and reporting capabilities of the Rehabilitation and Development Agency Sierra Leone through the establishment and implementation of Power BI for monitoring and analysis of our Water, Sanitation, and Hygiene (WASH) project. 

Specifically, the objectives are to:

1. Provide comprehensive training on Power BI to project staff involved in our WASH activities.
2. Customize and set up Power BI dashboards tailored to the project’s specific monitoring and reporting needs.
3. Build sustainable capacity within the organization to independently maintain and utilize Power BI for ongoing project monitoring and reporting.
4. Support the development of the project reporting templates while, aligning indicators to the attainment to the overall project objective
5. Enhance the capacities of the project staff to effectively and efficiently use the Kobo collect toolbox for purpose of data collection

Scope:

The consultancy will encompass the following key activities:

• Needs Assessment:

• Conduct a thorough assessment of current data management practices and reporting requirements for the project.
• Identify key performance indicators (KPIs) and data sources relevant to WASH project monitoring.

• Training Delivery:

• Design and deliver customized Power BI training sessions for project staff encompassing  data visualization, dashboard creation, data refresh, and report generation using Power BI.
• Provide hands-on training exercises to reinforce learning and practical application through the provision of required training to the MEAL  and Project Officers on building and deployment of data collection tools in to the Kobo  

• Dashboard Customization and Set-up:

• Develop and customize Power BI dashboards based on identified KPIs and reporting needs.
• Ensure the dashboards are user-friendly, visually appealing, and capable of real-time data navigation and visualization.
• Integrate feedback from stakeholders to refine and improve dashboard functionality.

• Documentation and Guidelines:

• Prepare comprehensive guidelines and manuals for the ongoing use and maintenance of Power BI dashboards.
• Document best practices, tips, and troubleshooting steps for project staff.

Roles and Responsibilities:

Consultant:

• Facilitate the needs assessment to determine specific requirements for Power BI implementation.
• Design and deliver tailored training sessions on Power BI functionality and application.
• Customize Power BI dashboards to align with the monitoring and reporting needs of WASH projects.
• Support the project team in developing the reporting requirements and templates that is to be absorbed by the Power BI
• Train the project team in the effective setting of of the Kobo collect for data collection purposes
• Provide ongoing support and troubleshooting during the set-up phase and initial implementation.

M&E Officer (Rehabilitation and Development Agency Sierra Leone):

• In collaboration with the Project Officer, facilitate access to project data and key stakeholders for the needs assessment.
• Coordinate logistics for training sessions, including venue, equipment, and participant arrangements.
• Support the consultant in gathering feedback and ensuring alignment of Power BI set-up with project goals.

Project Staff (Participants):

• Actively participate in training sessions, engage in hands-on exercises, and provide feedback for dashboard customization.
• Commit to implementing and utilizing Power BI for ongoing project monitoring and reporting.

Time line and Resources Required for the Training:

The execution of this entire duties outlined for this assignment is expected to be executed within two weeks from the date of signing the contract. 

Outcomes Expected from the Training:

• Improved capacity of project staff in using Power BI for data visualization and analysis.
• Customized Power BI dashboards that accurately reflect WASH project performance indicators.
• Enhanced ability to generate timely and insightful reports for informed decision-making.
• Long-term sustainability in maintaining and updating Power BI dashboards independently.

Clarification of Consultant’s Role:

The consultant will play a pivotal role in delivering high-quality training and setting up functional Power BI dashboards that align with the specific goals and expectations of the WASH project. 

This includes ensuring that training sessions are engaging and informative and that dashboards are tailored to meet the unique monitoring and reporting needs identified during the needs assessment phase.

The Consultant will further ensure the project team is technically equipped enough to effectively use the Kobo device for purpose of data collection and, accurately navigate the Power BI for efficient data interactions and reporting
