TENDER NOTICE

Procurement Type: Procurement of Works

Funding: Finnish and Icelandic Red Cross Societies.

 

 

BACKROUND  

  • Between 2016-2018, Sierra Leone Red Cross Society implemented a Community-Based Health Programme, supported by the British and Finnish Red Cross Societies, which ended on December 31, 2018. A Mid-Term Review conducted in July 2018 indicated that the project contributed immensely in achieving adequate coordination with national and local stakeholders and partners such as the Ministry of Health and Sanitation (MOHS), and Ministry of Water Resources (MWR); reached out to community members with messages on maternal health, malaria prevention and control, improved the capacity of community volunteers, coaches, Mothers’ and Fathers’ clubs, teachers, and SLRCS staff on various health related interventions, , project cycle management, and improved livelihoods of mothers clubs through income generating activities.
  • In 2019, BRIDGE- a Community Based Integrated Resiliency Programme, was developed by a consortium with the Sierra Leone Red Cross Society, Finnish Red Cross and Icelandic Red Cross to consolidate the gains made in the previous project interventions and to address the recommendations identified in the mid-term review report, [including to improve the health seeking behaviours of new mothers, to increase the access to health care in communities, to increase the awareness of sexual and reproductive health and rights (SRH) and to provide support funds for income generating activities] into the new project plan.

 

Sierra Leone Red Cross Society (SLRCS) intends to engage competent and experienced Eligible General and Building Contractors registered with the Government of Sierra Leone, Ministry of Works, Housing and Infrastructures under Classes 1 (I), or 2 (II) or 3 (III) for the Construction of 10 institutional latrines in the six districts: [Moyamba, Bonthe, Bo, Pujehun, Kenema and Kono], Construction of 11 hand dug wells in six districts: (as mentioned above) and rehabilitation of six non-functional hand dug wells in the  five districts: (Moyamba, Bonthe, Bo, Pujehun and Kenema). Therefore, interested Contractors under Class 1 (I), 2 (II) OR 3 (III) are invited to submit their tender.

A complete set of Tender Documents may be obtained at the Sierra Leone Red Cross Society (SLRCS) offices located in Freetown, Moyamba, Bonthe, Bo, Pujehun, Kenema and Kono   from 12th January 2024 onwards, between 9:00am to 4:00pm. (See addresses below for submission of tenders).

Work Description:

  • Construction of 10 institutional latrines in six districts: [Moyamba, Bonthe, Bo, Pujehun, Kenema and Kono], 
  • Construction of 11 hand dug wells in six districts: (Moyamba, Bonthe, Bo, Pujehun, Kenema and Kono) and 
  • Rehabilitation of six non-functional hand dug wells in five districts: (Moyamba, Bonthe, Bo, Pujehun and Kenema).

The contractor is requested to complete the works described in the Bill of Quantities within 60 days for the construction of institutional latrines, new hand dug well, and rehabilitation of non-functional hand dug wells from the date of Signing the contract with SLRCS. Commencement of work is anticipated within 7 (seven) days upon signing the contract, which includes the mobilisation period.  

Contractors are expected to visit the construction sites and make necessary assessment of work at their own cost.  This includes, but not limited to, the topography of land, transportation of materials, accessibility of the site in dry and rainy seasons, and the necessity and availability of required materials.

The contractor’s tender price will therefore take the above paragraph into consideration.

Submission of Tenders

Sealed tenders should be submitted alongside the following supporting documents:

  1. A Business Registration Certificate 
  2. Up to date contractor’s class category 1 (I), 2 (II) or 3 (III) Certificate from the Ministry of Works, Housing, and Infrastructures 
  3. Up to date National Revenue Authority Certificate (NRA) 
  4. Up to date National Insurance and Social Security Trust (NASSIT) 
  5. Similar works executed, detailed CV and Certificates of key personnel.
