REQUEST FOR PROPOSAL – INTERNET SERVICE

PROVISION OF DEDICATED FIBER INTERNET SERVICE WITH

REDUNDANT MICROWAVE CONNECTION

Background:

Jhpiego is an international, non-profit health organization affiliated with The Johns Hopkins University. For 40 years and in over 155 countries, Jhpiego has worked to prevent the needless deaths of women and their families. Jhpiego Corporation has been providing technical support to the Ministries of Health in partner countries across the globe for the past 40 years in a variety of technical areas including cervical cancer treatment and prevention, community health, HIV and AIDS, maternal and newborn health, health workforce capacity development (both pre-service and in-service), family planning, malaria, and IPC/WASH. Jhpiego Sierra Leone requires a reliable internet connection for its office located at 1 Sonia Drive, Hill Station, Freetown. The organization seeks to procure a symmetric 50Mbps dedicated fiber internet service with at least one public IP address, along with a redundant microwave connection to ensure uninterrupted connectivity.

Scope of Work:

• Supplying and installing dedicated fiber internet connection.
• Provisioning at least one public IP address for the office.
• Establishing a redundant microwave connection to serve as a backup in case of fiber connection failure.
• Configuring the connections for optimal performance and reliability.
• Conducting thorough testing to ensure seamless failover between fiber and microwave connections.
• Providing ongoing technical support and maintenance services to ensure continuous uptime.

Technical Specifications:

• The fiber internet connection should offer high speed internet and must be scalable.
• The microwave connection must be capable of automatically switching over in case of primary fiber connection fails.
• Both connections should meet industry standards for reliability and performance.
• The provider should ensure compliance with local regulations and licensing requirements for internet service provision.

Deliverables:

• Installation and configuration of the fiber internet connection with at least one public IP address.
• Implementation of a redundant microwave connection with seamless failover capabilities.
• Testing and validation of both connections to ensure reliability and performance.
• Documentation of network configurations and support procedures.
• Provision of ongoing technical support services.
• The provided bandwidth must be dedicated (CIR=1:1), point-to-point and duplex and uncapped bandwidth.
• Scalability options (possibility to upgrade the speeds if need be in the future)
• No limitations on traffic/ports; bandwidth capacity should be ensured through direct IP connection; no mandatory proxy servers.

Timeline:

The provider should adhere to a mutually agreed-upon timeline for the installation and configuration of the internet connections. Any delays should be promptly communicated to the IT Officer Jhpiego Sierra Leone, along with proposed mitigation measures.

Evaluation Criteria:

   Proposals will be evaluated based on:

• Technical capability to meet the specified requirements.
• Experience and track record in providing similar services.
• Pricing competitiveness.
• Quality of proposed support and maintenance offerings.

Conditions:  

1. Quotation prices must be in Sierra Leone Leones (SLL)
2. Proposal should be valid for a period of three months.
3. Normal Payment terms is within 30 days upon satisfactory delivery and acceptance by Jhpiego. Submission of a response to this proposal means acceptance of payment terms.
4. Proposals should be sent to Jhpiego in a sealed envelope.
5. State delivery period. 
6. Jhpiego desire only original products, vendor will be requested to present samples of their product if need be.
7. The RQP response must come with the following documentation.

• Business registration
• City council registration
• Updated NRA compliance certification 
• Updated NASSIT Compliance certification
• Updated license from NATCOM
• Reference List (Not less than 3 and not more than 5) and must have the following details:
