Job Description
Project Management Services to Support the Electrification of 5 Hospitals in Sierra Leone with Renewable Energy Solutions
Solar PV Engineer
The client is seeking the services of a Project Management Firm (the “consultancy”) to provide oversight and direct day-to-day support to a project that will electrify 11 hospitals in Sierra Leone with renewable energy solutions. The Project Management Firm will be responsible to ensure it is completed as per the agreed work plan and to ensure it meets national and international quality standards. The duration of the services is expected to be 12 months.
The Project Management Firm will be responsible for the following scope of work:
- Day-to-day management to support to the selected EPC contractor and other project stakeholders, including the MoHS and Hospital Administrators; liaison between project stakeholders; scope management; human resource and asset management; risk management; support to the EPC vendor for obtaining duty and tax exemptions for the clearance of renewable energy components.
- Technical support (see details below)
- Project Communication Management including developing and implementing a project visibility strategy; leading stakeholder meetings; participate in project steering committee; preparation and submission of monthly project plan updates.
- Impact Monitoring & Evaluation: design and implementation of M&E plan including pre/post assessments; provide oversight on the conducting of commissioning tests by the EPC contractor and relevant government agency; conduct monthly safety audits.
- Strategy: Develop options for operation and maintenance solutions.
- Project Closure: Review all documentation and hand-over.
The Solar Engineer will be responsible for delivering the technical support elements of the project management services including:
- review of the EPC contractor’s proposed designs;
- review of EPC contractor’s data sheets;
- review of EPC contractor’s QA/QC plan and agree on inspection plan;
- review of EPC’s health and safety plan;
- validate EPC milestones:
- Technical specification and installations plans
- Bill of quantity and other procurement-related documents
- Civil works and other pre-installation construction and preparatory work at the target facilities
- Technical evaluation of completed renewable energy installations, including verification against national international standards and best practices.
- produce punch-list at completion of the works;
- sign off and closeout of the project
The solar engineer shall demonstrate the following minimum qualifications:
- An engineering bachelor’s degree from a recognized university in a relevant field such as water resources, civil, mechanical, electrical, or renewable.
- Demonstrate at least 7 years of relevant work experience in the design and construction supervision of large-scale solar PV plus storage and back-up generator solutions (100kWp or larger) (e.g., generation, deployment, storage)
- Experience designing off-grid and grid-connected energy storage systems of 100kWh+ based on Lithium-ion storage
- Proficiency in the English language: reading, writing and speaking
